O presente trabalho descreve a importância e o papel crescente do gestor de projetos de I&D numa Unidade de Investigação: o Instituto de Telecomunicações – Laboratório Associado, Pólo de Lisboa, como um estudo de caso que valida as teorias apresentadas.
Através de uma análise top-down pretende-se fazer a articulação entre as políticas definidas a nível da C&T, pelos diversos Governos, a promoção de programas e atividades relacionadas com essas políticas por parte da Fundação para a Ciência e a Tecnologia (FCT), e as ações e opções tomadas pela gestão de projetos, em presença de determinada conjetura
O gestor de ciência é um player recente no domínio da ciência, cuja importância tem vindo a crescer. Não é fácil definir o que é um gestor de ciência, dada a pluralidade de áreas em que este tem de intervir, mas estudos recentes sugerem que a realização da atividade científica já não pode ser feita sem a intervenção destes profissionais, cada vez mais qualificados, e que o sucesso na obtenção dos financiamentos, da divulgação dos resultados ou mesmo da gestão financeira dos fundos obtidos, passa obrigatoriamente pelo bom desempenho dos gestores de ciência que são indispensáveis pelos conhecimentos que têm dos mecanismos de financiamento e das suas regras.
The work here presented describes the importance as well as the emerging role of a R&D project manager, at one Research Unit: the Instituto de Telecomunicações - Associated Laboratory, Lisbon site, as a case study that validates the theories presented. Through a top-down analysis, it is intended to link the S&T policies defined by the various Governments, the promotion of programs and activities related to these policies by the Foundation for Science and Technology (FCT ), and the actions and options taken by projects managers, in presence of a certain conjecture. Science Manager is a new player in R&D system, whose importance has been growing. It is not easy to define what a science manager is, given the plurality of areas in which he or she have to work in, but recent studies suggest that the scientific activity can no longer be carried out without the intervention of these increasingly qualified professionals, and the success in fund raising, outreach and dissemination or even financial management of grants, must necessarily be carried out by good performance of science managers, who are indispensable for their great knowledge of grants mechanisms and its rules
