Abstract(s)
Odivelas manifesta-se como um dos municípios potenciais polarizadores da área metropolitana de Lisboa. Contudo, apresenta uma forte desarticulação do tecido urbano, resultante da fragmentação dos diferentes núcleos que compõe a cidade e que, consequentemente, originam os vazios urbanos. Existe, ainda, pouca oferta de infraestruturas, equipamentos e espaços púbicos capazes de servir a população. A cidade deste modo, carece de uma definição clara de identidade.
Surge, por isso, a necessidade de redesenhar e requalificar a atual malha urbana fragmentada, para que se possa estabelecer uma possível integração territorial e social, contrariando a segregação urbana e permitindo a Odivelas fazer face aos diferentes polos da metrópole polinucleada de Lisboa.
Como resposta a esta necessidade, surge o Edifício Híbrido com o papel de elemento regenerador, capaz de assegurar uma ligação com a malha urbana, influenciando-a e transformando-a.
Na procura de uma nova centralidade para Odivelas, opta-se por intervir num local estratégico, o Parque do Silvado. Que, apesar de revelar um desenho consolidado, não apresenta grande qualidade urbana, e acomoda apenas semanalmente a comunidade para a realização da feira, tornando-se um caso de vazio urbano. Assim sendo, pretende-se requalificar este espaço, de forma a propor um parque urbano que revitalize e organize o território, mantendo a feira e aumentando a biodiversidade no contexto urbano, integrando o novo edifício de carácter Híbrido. Este edifício, por sua vez, terá um programa desenvolvido num contexto público, correlacionado com espaços de caráter cultural, habitacional e de escritórios
Odivelas is one of the potential polarising municipalities of the Lisbon metropolitan area. However, it presents a strong disarticulation of the urban fabric, resulting from the fragmentation of the different nuclei that compose the city and that, consequently, originate urban voids. There is also little in the way of infrastructures, equipment, and public spaces capable of serving the population. The city lacks a clear definition of identity. Therefore, the need arises to redesign and reclassify the current fragmented urban fabric, so that a possible territorial and social integration can be established, countering urban segregation, and allowing Odivelas to face the different poles of the polynucleated metropolis of Lisbon. As a response to this need, the Hybrid Building emerges with the role of regenerating element, capable of ensuring a connection with the urban fabric, influencing, and transforming it. In the search for a new centrality for Odivelas, the decision was made to intervene in a strategic location, the Parque do Silvado. Although it has a consolidated design, it does not have great urban quality, and only accommodates the community weekly for the fair, becoming a case of urban void. Therefore, it is intended to reclassify this space, to propose an urban park that revitalizes and organizes the territory, keeping the fair and increasing biodiversity in the urban context, integrating the new building of Hybrid character.
