O presente Projeto Final de Mestrado (PFM) pretende dar resposta às necessidades que se fazem sentir no tecido urbano do Beato e área envolvente, em Lisboa. Ao propor um programa complementar, para o edificado da ala sul da antiga Manutenção Militar (MM), a reflexão teórica deste PFM tem a sua aplicação prática no Projecto de Reabilitação (PR) de uma estrutura industrial desactivada da ala Sul do complexo da MM.
O trabalho desenvolvido tem três escalas de intervenção que são transversais aos vários capítulos deste documento (Enquadramento Teórico, Análise e Projecto). A um nível macro a escala de intervenção na “Cidade”, é enquadrada pelo tema “Cidades (IN)Sustentáveis” que nos traz uma radiografia global da pressão que temos exercido nos últimos anos sobre o Planeta Terra, ao qual junta uma perspetiva futura, cuja sustentabilidade implica alterações estruturais nas escolhas diárias que fazemos como cidadãos em geral, e como arquitectos em particular. A um nível intermédio, a escala “Comunidade”, é enquadrada pelo tema “Comunidades Resilientes” e procura compreender o potencial agrícola das áreas permeáveis da MM e área envolvente, territórios em stand by por se encontrarem na área de influência da Terceira Travessia do Tejo TTT) projectada entre Chelas e Barreiro. É com este enquadramento e após identificada na escala anterior, a necessidade de voltar a conectar a cidade com o rio (ligações verticais) que este PFM propõe a regeneração de parte do tecido urbano entre o Bairro Madredeus e o Beato, através de percursos que voltam a ligar, física e visualmente a cidade e rio. A escala de intervenção ao nível do Edificado é enquadrada pelo tema “Identidade, Memória e Resiliência na Reabilitação do Património Industrial” e propõe a Regeneração Urbana da área entre o Convento do Grilo e o Terminal de Contentores, com especial enfoque no Edifício dos Silos (ES), onde se procura compreender de que forma os temas desenvolvidos nas escalas anteriores (sustentabilidade e resiliência) podem influenciar as decisões a tomar em um Projecto de Reabilitação (PR).
Assim sendo, o PR pretende explorar o potencial das estruturas industriais em questão, através de um programa contemporâneo, que valorize a identidade do passado industrial da Manutenção Militar (verticalidade), reactive a memória de um passado relacionado com a produção de comida e em simultâneo projecte um futuro em que as cidades mais que sustentáveis, são um organismo vivo e resiliente que transforma o lixo que produz em energia, que produz uma parte considerável da comida que consome e na qual os edifícios integram sistemas vivos e orgânicos que tem a capacidade de se regenerar e adaptar a novos contextos.
This Final Master's Project (PFM) aims to respond to the needs that were identified in the urban context of Beato and the surrounding area, in Lisbon. In this this final project it is proposed a new program for the buildings of the southern wing of the former Manutenção Militar (MM), the theoretical reflection of this PFM has its practical application in the Rehabilitation Project (PR) of an deactivated industrial structure of the MM buildings complex. The work developed has three intervention scales of intervention that are common to the various chapters of this document (Theoretical Framework, Analysis and Project). At a macro level, the scale of intervention in the "City" is framed by the theme "(UN)Sustainable Cities" which brings us a global x-ray of the pressure that the human beings have exerted in recent years on Planet Earth, to which is added a future perspective, whose sustainability implies structural changes in the daily choices we make as citizens in general, and as architects in particular. At an intermediate level, the “Community” scale is framed by the theme “Resilient Communities” and seeks to understand the agricultural potential of the permeable areas of the MM and the surrounding area, territories on stand by since they are in the area of ??influence of the the new bridge over Tejo river projected between Chelas and Barreiro. It is with this framework and after identified in the previous scale, the need to reconnect the city with the river (vertical connections) that this PFM proposes the regeneration of part of the urban area between the Madredeus neighborhood and the Beato, through paths that connect, physically and visually, the city and the river. The scale of intervention at the building level is framed by the theme “Identity, Memory and Resilience in the Rehabilitation of Industrial Heritage” and proposes the Urban Regeneration of the area between the Convento do Grilo and the Container Terminal, with a special focus on the Silos Building (ES), where one seeks to understand how the themes developed in the previous scales (sustainability and resilience) can influence the decisions to be taken in a Rehabilitation Project (PR). Therefore, the PR intends to explore the potential of the industrial structures, through a contemporary program, which values ??the identity of the Military Maintenance industrial past (verticality), reactivates the memory of a past related to food production and simultaneously project a future in which cities, more than sustainable, are a living and resilient organism that transforms the waste it produces into energy, which produces a considerable part of the food it consumes and in which buildings integrate living and organic systems that have the capacity to regenerate and adapt to new contexts.
