O presente trabalho de pesquisa tem como tema o estudo da criação de autarquias locais na
Área Metropolitana de Luanda, focando a investigação deste modelo administrativo no
caso específico do Município do Kilamba Kiaxi. Pretendeu-se analisar o processo de
criação de autarquias locais, identificando as suas vantagens e constrangimentos, do ponto
de vista politico, administrativo, social e económico. Trata-se de uma pesquisa qualitativa
atendendo o seu objeto de estudo. Para tanto, foram analisados documentos disponíveis
sobre a organização e funcionamento da Administração Local em Angola, com especial
atenção à questão da constituição jurídico-administrativa das autarquias locais em curso. A
pesquisa foi acompanhada por uma observação participante com recurso a entrevistas de
interlocutores válidos, para obter as suas perceções em relação à criação do modelo
autárquico. Constata-se que a preocupação com a qualificação dos recursos humanos, que
constituem os órgãos representativos das populações e as fontes de receitas para garantir a
sustentabilidade financeira da futura autarquia, são consideradas como principais
constrangimentos para a concretização do processo de criação de autarquias locais e para
que a implementação do modelo autárquico possa ser bem-sucedido.
The present research work is titled Study of the Creation of Local Authorities in the Luanda Metropolitan Area, Focusing the Investigation of this Administrative Model in the Specific Case of the Municipality of Kilamba Kiaxi. This research project intends to analyse the process of the creation of local authorities, identifying its advantages and constraints, from the political, administrative, social and economic point of view. This is a qualitative research taking into account its object of study. For this purpose, we analysed available documents on the organization and functioning of Local Administration in Angola, with special attention to the question of the legal-administrative constitution of local authorities in progress. The research was accompanied by a participant observation using interviews with valid interlocutors, to obtain their perceptions regarding the creation of the autarkic model. It appears that the concern with the qualification of human resources, which constitute the representative bodies of the populations and the sources of income to guarantee the financial sustainability of the future municipality, are considered as main constraints to the implementation of the process of creation of local authorities and so that the implementation of the autarkic model can be successful
