Abstract(s)
Com o surgimento da intervenção do Estado em matéria de gestão e formação das actividades científicas e tecnológicas emergiram desde logo áreas com distinto perfil decorrente da lógica associada a uma intervenção objectiva que a produção do conhecimento proporciona. Neste contexto é comummente aceite que os
efeitos da intervenção pública neste âmbito se façam sentir em três vertentes distintas: a económica, a social e a cultural, sem que cada uma delas tenha direitos de exclusividade em relação às outras.
A intervenção pública no fomento e na gestão das actividades científicas tem, na verdade, objectivos de natureza predominantemente social sem que, todavia, as vertentes económica e cultural deixem de ser perceptíveis. Actualmente torna-se imprescindível compreender a importância e o impacte do esforço de
desenvolvimento do conhecimento na área das ciências da saúde, cujos efeitos são determinantes para o incremento da qualidade de vida das populações. Neste contexto e com o presente trabalho pretende-se abrir algumas portas sobre as formas de desenvolvimento do esforço nacional no domínio das ciências da saúde,
identificando e estudando, para esse fim, as variáveis que exercerão maior influência nessa matéria a partir do conhecimento da evolução experimentada pelo país no passado recente.
Tenta-se, a partir daqui, apontar as linhas de acção a pôr em prática no domínio da política científica e tecnológica, em particular no âmbito da saúde, que se revelem mais apropriadas para um país com as características e o perfil que Portugal evidencia e por fim tentamos não só visualizar quais serão os cenários
futuros possíveis mas também discernir sobre os que pareciam mais prováveis e desejáveis tendo em conta a situação actual do país.
With the beginnin8 of Government intervention on training and management of scientific and technological activities, new arcas arose with different profiles. These profiles were originated by an objective intervention provided by the knowledge production. It is very often accepted that in this context, the effects of Government intervention are reflected more fre,quently in three leveis: economic, social and cultural, however, these effects don't have an exclusivity characteristic. Public intervention on enlargement and management of scientific activities has particularly and inmost of the cases social goals, lthough economical and cultural ambitions can also be seen. Nowadays it's mandatory to understand the impact and significance on the development effort for health sciences knowledge, which results are determinant for the growth on population's quality of life. In this context, this work will try to open a few doors about the ways of the National development effort on health science's field, identifying and studying, for that purpose, the variables that would provide a major influence in this subject taking as a starting point the Country's knowledge used in a recent past. Action fines will be pointed out for the science and technology development policy, particularly on the health science's subject, which will be more appropriate for a country as Portugal with its own characteristics and profile. Finally, we'll try not only to visualise the possible future scenarios but also to distinguish about the ones which are more probable and desirable taking into account the Country's actual condition.
