O presente Projeto Final de Mestrado tem como objetivo a reabilitação do Quartel do Regimento de Lanceiros Nº2, em Belém.
De forma a corresponder às necessidades da população, é proposto um programa diversificado de apoio à saúde, tanto para uso da população residente bem como da população nacional. Este tenciona atrair mais indivíduos para as freguesias de Belém e Ajuda, originando ainda novos postos de trabalho.
Num espaço que se encontra descaracterizado e sem futuro, é necessária uma intervenção de forma a salvaguardar os seus valores e integrá-lo na vida urbana. Para tal, o vazio do Quartel na malha urbana, surge como uma oportunidade de gerar um ponto de encontro e convívio da população, aproveitando também os múltiplos pontos de vista sobre a cidade de Lisboa. Este espaço passa a pertencer agora à população.
O trabalho é desenvolvido a partir dos conceitos de cheios e vazios, explorado nas diversas escalas do projeto, bem como no estudo de ambientes condutores de bem-estar. Acima de tudo, a intervenção foi realizada a partir de um pensamento crítico sobre como intervir de forma consciente e sem prejudicar o existente, preservando a suas qualidades e memórias para gerações futuras.
The present Final Master’s Project aims at the rehabilitation of the Barracks Regimento de Lanceiros Nº2, in Belém. In order to meet the needs of the population, a diversified health support program is proposed, both for the use of the resident population as well as the national population. This intends to attract more individuals to the parishes of Belém and Ajuda, also creating new jobs. In an area that has lost its character and has no future, an intervention is necessary to safeguard its values and integrate it into urban life. To this end, the emptiness of the Barracks in the urban mesh, arises as an opportunity to generate a meeting and social point of the population, also taking advantage of the multiple points of view on the city of Lisbon, this space is now given to the population. The work is developed from the concepts of full and empty, explored in the various scales of the project, as well as in the study of environments conductive of well-being. Above all, the intervention was carried out from a critical thinking about how to intervene consciously and without harming the existing, preserving its qualities and memories for future generations.
