O objectivo deste texto consiste em descrever e explicar a emergência e a lógica de actuação das
Instituições Sem Fins Lucrativos, bem como as relações que se estabelecem entre o chamado terceiro sector e
as restantes formas institucionais - mercado e Estado. A preocupação concentra-se nas Instituições
Particulares de Solidariedade, cuja iniciativa se inscreve no âmbito da política social.
Após discutir a autonomia do conceito, é feita uma resenha das principais contribuições que
explicam a sua criação pelo fracasso dos restantes sectores; parte-se de seguida para a partição da
problemática da sua criação na efectivação da caridade e na transformação de una lógica de acção colectiva
em cooperação voluntária efectiva.
The aim of this survey is to describe and explain the emergence and the rationale of Nonprofit Organisations, together with the relationships established with the remaining institutional forrns, market and Government. Concern lies chiefiy over organisations delivering social goods or services within the scope of what is understood to stand for our concept of social policy. After discussing the autonomy of the concept, a gist is made of the major contributions to explaining their creation due to market and Govemment failures; aflerwards, the theoretical problem of their emergence is broken-down into the transfonnation of altruism into charity and the meeting of effective voluntary cooperation taking the logic of collective action as our starting point.
