A temática da regeneração do território, é um assunto que vem suscitando especial atenção nos tempos atuais. Cada vez mais, assistimos ao crescimento demográfico das populações, e da necessidade de preparar o território para as mudanças que daí advêm. Esses desafios são impostos todos os dias, aos atores das operações urbanísticas, quer sejam eles, decisores políticos, engenheiros, arquitetos, e todos os atuantes que de forma direta ou indiretamente intervêm nestes processos.
O intuito deste trabalho é mostrar como podemos atuar nas cidades, bairros, quarteirões e edifícios, sem que se faça tabula rasa, que em geral é o caminho mais fácil e rápido para as soluções urbanísticas. Os lugares têm preexistências, memórias, que para além de físicas, entram no imaginário das pessoas que o habitam. Moscavide Palimpsesto, procura trazer à discussão, que tal como nos papiros antigos, que eram raspados, para dar lugar a uma nova escrita, mas que de alguma forma ou outra, os resquícios das escritas precedentes, continuavam percetíveis, o território pode ser intervencionado da mesma forma. Este território estratificado, contém camadas e camadas, e outras tantas novas, como se tratasse de camadas geológicas que contém uma espécie de footprint, da história desse lugar. Todo o processo, que levou à proposta da regeneração dum dos quarteirões do bairro de Moscavide, o quarteirão no limite sudeste deste, ocorreu em três fases distintas, mas interligadas.
A primeira fase, que coincidiu, com uma análise profunda, dos elementos existentes no bairro, sua malha estrutural, o tecido urbano, a envolvente, seus eixos estruturantes, suas infraestruturas e equipamentos, as áreas expectantes e degradadas, as tipologias dos edifícios, a materialidade e seus usos, e um estudo das populações e suas dinâmicas. Esta fase permitiu um “raio x” indispensável, para a fase que se seguiu. A Fase dois permitiu, após a conclusão da fase anterior, fixar a temática deste trabalho, que culminou na identificação de Moscavide como Palimpsesto, e a regeneração do quarteirão da Vila Valente, que se encontrava degradado, como o “papiro” a ser reescrito. A terceira e última fase, é a elaboração da proposta, de regeneração do quarteirão, com a recuperação das Vilas, a devolução do espaço público no interior do quarteirão e os novos edifícios que qualificaram o quarteirão e Moscavide.
The theme of regeneration of the territory is a subject that has been attracting special attention nowadays. Increasingly, we are witnessing the demographic growth of populations, and the need to prepare the territory for the changes that come with it. These challenges are imposed every day, to actors of urban planning operations, whether they are policy makers, engineers, architects, and all those who directly or indirectly intervene in these processes. The purpose of this work is to show how we can act in cities, neighborhoods, blocks and buildings, without making tabula rasa, which in general is the easiest and fastest way for urban solutions. Places have pre-existences, memories that, in addition to being physical, enter the imagination of the people who inhabit them. Moscavide Palimpsest, seeks to bring to the discussion that, as in the old papyrus, which were scraped, to make room for a new writing, but that somehow or other, the remnants of previous writings were still perceptible, the territory can be intervened from the same way. This one stratified territory, contains layers and layers, and many new ones, as if it were geological layers that contain a kind of footprint, from the history of this place. The entire process, which led to the proposal for the regeneration of one of the blocks in the Moscavide neighborhood, the block on the southeastern edge of this one, took place in three distinct but interconnected phases. The first phase, which coincided, with an in-depth analysis, of the existing elements in the neighborhood, its structural mesh, the urban fabric, the surroundings, its structuring axes, its infrastructure and equipment, the expectant and degraded areas, the typologies of buildings, the materiality and its uses, and a study of populations and their dynamics. This phase allowed an indispensable “x-ray” for the phase that followed. Phase two allowed, after the conclusion of the previous phase, to fix the theme of this work, which culminated in the identification of Moscavide as a Palimpsest, and the regeneration of the Vila Valente block, which was degraded, as the “papyrus” to be rewritten. The third and final phase is the elaboration of the proposal, for the regeneration of the block, with the recovery of the villages, the return of public space inside the block and the new buildings that qualified the block and Moscavide.
