Esta dissertação tem como objecto de estudo a Segurança Energética Europeia, uma vez que a energia é um dos elementos vitais para o correcto funcionamento das sociedades contemporâneas. A União Europeia, necessita anualmente de uma grande quantidade de petróleo e gás para garantir o bem-estar dos seus cidadãos e o normal funcionamento do seu aparelho industrial. Apesar da sua generosa extensão e heterogeneidade territorial, a União Europeia é pobre em recursos energéticos. Este facto, designadamente ao que se refere aos hidrocarbonetos, tem sido colmatada através da Política Europeia de Vizinhança que tem proporcionado condições para uma maior facilidade na importação de produtos energéticos provenientes de países geograficamente próximos, como a Rússia ou a Argélia. Esta situação, aliada ao crescente consumo, tem conduzido a um agravamento da dependência externa, que é expectável que venha a aumentar nos próximos anos. A Comissão Europeia identificou o problema e tem vindo a desenvolver esforços no sentido de procurar criar uma política Comum de Energia, instrumento considerado vital para garantir o atenuar desta tendência com a associada concretização de três objectivos: segurança do aprovisionamento, competitividade e sustentabilidade.
This dissertation’s study object is the European Energetic Safety, as the energy is one of the most important elements the contemporary societies to accomplish its goals. The amount of oil and gas that the European Union needs, annually for, in order to ensure the welfare of its citizens and the normal working of its industrial apparatus is of considerable amount. Despite its generous extension and territorial heterogeneity, the European Union is poor in what concerns to energetic resources. This fact, namely regarding hydrocarbons, has been bridged through European Neighbouring Policy, which has been providing conditions to make it easier to import energetic products from geographically close countries, such as Russia or Algeria. However, this situation, allied to the increasing consumption, has driven to an aggravation of external dependence, which is expectable to be growing in the next few years. The European Commission identified the problem and has been developing efforts in order to try to create a Common Energy policy, which is a tool considered vital to ensure the decreasing of this tendency, and at the same time to ensure that three main goals are achieved: security of provision, competitive edge and sustainability
