| dc.description.abstract | O presente trabalho é um reflexo da atual relevância do tema em apreço, que é o eleitorado em direito constitucional, panorama atual e perspectivas de futuro. Isto porque hodiernamente em todo mundo é visível uma busca pela democracia e pelo fortalecimento do direito do eleitorado na escolha de seus representantes políticos. Desta feita, neste estudo é realizada uma análise ao pormenor das estruturas que permitem a efetivação e plenitude do eleitorado na moldura atual. Isto é, houve um levantamento histórico e revisional da literatura referente ao Estado e à democracia, e também do eleitorado em Portugal, que neste aspecto foi analisado através dos dados estatísticos das eleições ao longo do tempo realizadas no país a partir da Constituinte de 1975, bem como mediante revisão da literatura referente ao próprio eleitorado. Verificou-se neste trabalho, que apesar da forte crítica e mesmo crise atrelada ao Estado, à democracia e à representação política, as respostas para solucionar a problemática em tela encontram-se no fortalecimento e reestruturação do próprio sistema estatal democrático, bem como na incansável busca do fortalecimento do eleitorado através da conscientização e participação política do mesmo, com a consequente recondução da maioria populacional portuguesa às urnas, necessária para a revalorização do Estado constitucional, democrático e de Direito. Restou nítido mediante os dados eleitorais de Portugal, em virtude do enorme índice de abstenção eleitoral no país, um verdadeiro afastamento da sociedade portuguesa da vida política. Essa realidade é resultado de uma progressiva descredibilização da política de modo geral, bem como do desencontro de identidade entre o eleitorado e os políticos, o que põe em risco a própria representação política. Conclui-se através da investigação em causa, que é necessário um incentivo estatal em prol do eleitorado, ou seja, que o Estado democrático de Direito encontre respostas para que o eleitorado retome sua força através do sufrágio, indo às urnas votar e participando ativamente da vida política do país. Caso contrário haverá um progressivo enfraquecimento do Estado, da democracia, o que pode pôr em xeque estas estruturas e consequentemente o próprio eleitorado. | por |
| dc.description.abstract | This work is a reflection for the present significance of the topic at hand, which is the electorate in constitutional law, present situation and future perspectives. On a daily basis throughout the world it is visible a search for democracy and strengthen of electorate law with regards to choosing the political representatives. A detailed analysis of the structures that allow the establishing and fullness of electorate law in the present frame was performed in this work. A historical and revisional survey related to the State and democracy was executed, as well as for the electorate in Portugal, which in this aspect was assessed using statistical data from elections since 1975, as well as literature review referring the electorate itself. It was confirmed in the work that, despite of the intense critics and even crisis related to the State, the democracy and the political representation, the answers to solve the issue in scope are found by strengthening and restructuring the democratic state system itself, and also in the relentless search for strengthening the electorate, through its awareness and political participation, which will consequently reappoint the majority of the population to the polls, what is needed to revalue the constitutional democratic rule of law. Using Portuguese electoral data it also became very clear, given the huge abstention electoral rate in the country, a real estrangement by the Portuguese society from the country political life. This reality results from the progressive discredit of politics generally speaking, as well as the identity mismatch between the electorate and the political representatives, which undermines the very political representation. The research concludes that is necessary State aid for the electorate, meaning that the democratic state governed by the rule of law find the answers in order for the electorate to regain its strength through suffrage, going to the polls to vote and participating actively in the political life of the country. Otherwise, there will be a progressive weakening of the State, the democracy, which may threaten these structures and therefore, the electorate itself. | en |
