Abstract(s)
Entre 1914, ano da restauração do concelho de Sines, e 1951, data do Regulamento Geral de Edificações Urbanas em Portugal, o licenciamento de obras particulares em Sines, uma das mais vetustas competências municipais, resultou numa colecção de requerimentos que permite introduzir o estudo da gestão urbanística de um município em particular, o de Sines, que não resultou na produção de processos de obras particulares.
Começa-se por recensear os trabalhos científicos no que concerne aos conceitos de arquivos de arquitectura e processos de obras particulares através de uma revisão da literatura. Numa segunda fase, tendo por base o método de investigação documental, analisa-se o quadro regulador, em contraste com a documentação produzida e o contexto local. Identificam-se e analisam-se os instrumentos que regularam a gestão urbanística de Sines desde a restauração do concelho no período em questão. Conclui-se com a caracterização da dinâmica do licenciamento e as suas dificuldades, à luz dos seus regulamentos e do contexto local.
Between 1914, the year of the restoration of the municipality of Sines, and 1951, when it was published the General Regulation of Urban Buildings in Portugal, the licensing of private works in Sines, one of the oldest municipal competencies, resulted in a collection of requests that allow us to introduce the study of the urban management of one municipality in particular, that of Sines, which did not result in the production of private building work record files. The first step is to review the scientific literature on the concepts of architectural archives and private construction processes. In a second phase, based on the documentary research method, the regulatory framework is analyzed in contrast to the documentation produced and the local context. The instruments that have regulated urban management in Sines since the restoration of the municipality during the period in question are identified and analyzed. It concludes with a characterization of the dynamics of licensing and its difficulties, in the light of its regulations and the local context.
