| dc.description.abstract | Esta monografia tem como objetivo analisar o financiamento e o comportamento orçamental do Serviço Nacional de Saúde (SNS) em Portugal. A introdução contextualiza o tema, justificando sua relevância e estabelecendo os objetivos da pesquisa, além de apresentar a estrutura do trabalho. Na revisão da literatura, é feita uma breve introdução do histórico do SNS, bem como a análise do orçamento, alocação do financiamento, explorando os diferentes modelos de gestão financeira no setor público, e revisando estudos anteriores sobre o financiamento do SNS. A metodologia adotada foi a revisão de literatura narrativa , análise dos dados fornecidos principalmente pelo orçamento de estado bem como as limitações enfrentadas no âmbito do acesso à informação. A análise do financiamento do SNS cobre o histórico e as fontes de financiamento, realiza uma comparação entre anos anteriores e avalia o impacto das políticas de financiamento na eficiência e qualidade do serviço prestado. Em seguida, o comportamento orçamental do SNS é examinado, incluindo a evolução do orçamento, a alocação de recursos, desafios orçamentais e medidas de controlo e otimização de custos. A discussão compara os achados teóricos , destacando os principais resultados da pesquisa e suas implicações para o futuro do financiamento e gestão do SNS. Por fim, a conclusão resume os principais pontos abordados, as contribuições do estudo e sugere áreas para futuras pesquisas, além de apresentar considerações finais. | pt_PT |
| dc.description.abstract | This monograph aims to analyze the financing and budgetary behavior of the National Health System (NHS) in Portugal. The introduction contextualizes the topic, justifying its relevance and establishing the research objectives, in addition to presenting the structure of the work. In the literature review, a brief introduction to the history of the NHS is made, as well as an analysis of the budget, funding allocation, exploring the different models of financial management in the public sector, and reviewing previous studies on NHS financing. The methodology adopted was a narrative literature review, analysis of data provided mainly by the state budget as well as the limitations faced in the area of access to information. The analysis of NHS financing covers the history and sources of financing, makes a comparison between previous years and evaluates the impact of financing policies on the efficiency and quality of the NHS. Next, the budgetary behavior of the NHS is examined, including budget evolution, resource allocation, budgetary challenges and cost control and optimization measures. The discussion compares theoretical findings, highlighting the main results of the research and their implications for the future of financing and management of the NHS. Finally, the conclusion summarizes the main points covered, the contributions of the study and suggests areas for future research, in addition to presenting final considerations. | pt_PT |
