Resumo(s)
Para responder à disponibilização, qualidade e equidade dos cuidados de saúde, os governos
reformulam políticas nos sistemas de saúde apontando para a otimização dos recursos. A
liderança enquanto forma dinamizadora das organizações pode incrementar a
operacionalização das estratégias decorrentes das linhas políticas e moderadas pela
Administração Pública. Este estudo visa caraterizar o estado atual do Setor da Saúde na
Administração Pública, identificando quais as competências de liderança assumidas pela
linha tática, enquanto Dirigentes Intermédios. Dito de outra forma, como percecionam a
estratégia das organizações de saúde onde exercem e quais as suas competências formativas
para o exercício do cargo. Enquanto problemática, a reorientação dos vários processos de
centralização/descentralização das diversas organizações do Serviço Nacional de Saúde,
implica diferentes abordagens. Na identificação das competências de liderança, pretende
verificar-se quais as que se associam às diferentes estratégias e quais as que estão presentes
em alinhamentos estratégicos ideais, ou seja, cuja perceção está mais associada à estratégia
instituída. O estudo tem uma abordagem hipotético-dedutiva de teor quantitativo, com três
questionários visando os papéis de liderança; comportamento organizacional estratégico; e
descrição sociodemográfica. Realizado em Portugal Continental, o universo é composto por
todas as entidades que prestam cuidados em Unidades de Saúde de Cuidados Primários e/ou
Hospitalares que integrem o SNS. A amostra comporta responsáveis técnicos máximos de
direção intermédia destes dois tipos de Unidades, isto é, os seus Dirigentes Intermédios. Os
Resultados mostram-nos que em Portugal há um desalinhamento entre as estratégias
percecionadas pelos Dirigentes Intermédios e as instituídas. Mostram-nos ainda que as
competências de liderança mais expressivas não se apresentam alinhadas com as estratégias
e que existe igualmente um défice formativo destes dirigentes nas áreas de
gestão/administração. Apesar destes desalinhamentos, os procedimentos que envolvem a
liderança e os saberes técnicos nas áreas da gestão/administração, podem ser ministrados, a
estes dirigentes, de maneira a prepará-los para que respondam de forma mais eficiente na
implementação das diretrizes estratégicas que lhes são confiadas.
To answer to the availability, quality and fairness of healthcare, the governments reshape politics in the healthcare system, pointing for resources optimization. Leadership as a dynamic force for organizations, can increase operationalization of the derived strategies of the political and moderate lines for the Public Administration. This study seeks to characterize the current state in the Health Sector in Public Administration, identifying which leadership skills are assumed by the tactical line, as middle managers, in other words, how the strategy of the health organization where they are placed is perceived, and what are their academic skills to hold office. While problematic, the reorientation of centralization/decentralization processes of the several National Healthcare Service of Health organizations, implies different approaches. In the identification of the leadership skills, it is intended to verify which of those are associate to the different strategies and which are present in ideal strategic alignments, that is, whose perception is more associated to the established strategy. The study has a hypothetical-deductive approach of quantitative content, with three questionnaires aiming the leadership roles; strategic organizational behavior; and sociodemographic description. It was carried out in mainland Portugal, being its universe all entities that provide Primary and/or Hospital Health Care, while included in the NHS. The sample with its top technical chiefs, there is, their middle managers. It is verified that there is a misalignment between, perceived and established strategies by middle managers, that more expressive leadership skills don't come aligned with the strategies, and that there is equal formative deficit in management/administration areas in them. Despite the misalignment, the procedures that involve technical leadership and knowhow in the management/administration areas, can be supplied to prepare these leaders which will answer in a more efficient way in the implementation of the strategic guidelines that are trusted to them.
