Abstract(s)
A investigação aborda a relação entre a confiança dos cidadãos brasileiros no órgão de
administração eleitoral – no Brasil, função atribuída à Justiça Eleitoral – e a qualidade das
eleições realizadas por esta instituição. O recorte temporal é condicionado pela
disponibilidade de dados sobre a confiança institucional e a integridade eleitoral aplicáveis ao
caso, razão pela qual o trabalho abrange o período de 2006 a 2020. Metodologicamente,
trata-se de estudo de caso com abordagem quantitativa, baseado em fontes primárias e com
caráter explicativo e de avaliação teórica. A hipótese adotada, em linha tanto com a literatura
sobre a confiança institucional quanto com os teóricos da integridade eleitoral e do desenho
organizacional das instituições eleitorais, é de que a integridade eleitoral tem influência
positiva sobre a confiança dos cidadãos brasileiros na Justiça Eleitoral. Tal proposição é
corroborada pelo emprego da técnica estatística da análise de regressão, de modo que os
resultados obtidos evidenciam que os níveis de integridade eleitoral no Brasil efetivamente
impactam, na direção positiva, a confiança dos cidadãos no organismo eleitoral. O estudo do
tema justifica-se pela escassez de trabalhos aplicados especificamente à confiança no
organismo eleitoral no Brasil – sobretudo em anos recentes – e que investigam a sua interação
com a integridade eleitoral, ao passo que a relevância teórico-científica consiste na
oportunidade para, com base em dados que mensuram os referidos conceitos, avaliar
empiricamente se as teorias sobre o problema de pesquisa explicam a contento os resultados
extraídos do caso brasileiro. Numa perspectiva social, o momento atual é propício para este
debate, eis que a credibilidade da Justiça Eleitoral brasileira vem sendo alvo de constantes
ataques por parte de alguns atores políticos e seus apoiadores.
The investigation addresses the relationship between the confidence of Brazilian citizens in the electoral management body (EMB) – in Brazil, a function attributed to the Electoral Justice – and the quality of the elections held by this institution. The time frame is conditioned by the availability of data on institutional confidence and electoral integrity applicable to the case, which is why the work covers the period from 2006 to 2020. Methodologically, it is a case study with a quantitative approach, based on primary sources and with an explanatory and theory-evaluating character. The hypothesis adopted, in line both with the literature on institutional confidence and with the theorists of electoral integrity and EMBs organizational design, is that electoral integrity has a positive influence on the confidence of Brazilian citizens in the Electoral Justice. This proposition is supported by the use of the statistical technique of regression analysis so that the results show that the levels of electoral integrity in Brazil indeed have a positive impact on citizens' confidence in the EMB. The study of the topic is justified by the scarcity of papers applied specifically to confidence in the Brazilian EMB – especially in recent years – and that investigate its interaction with electoral integrity, while the theoretical-scientific relevance consists of the opportunity to, based on data that measure these concepts, empirically assess whether theories about the research problem satisfactorily explain the results extracted from the Brazilian case. From a social perspective, the current moment is favorable for this debate, since the credibility of the Brazilian Electoral Justice has been constantly attacked by some political actors and their supporters.
