A investigação intitulada “Regeneração Urbana aplicada às Comunidades Sustentáveis”
desenvolve-se no município de Odivelas, num bairro localizado na área central da
freguesia de Odivelas. As temáticas em estudo foram a regeneração urbana e as
comunidades sustentáveis, com a possibilidade de implementar no bairro um processo
de regeneração urbana.
Procurou-se identificar os fatores de declínio do bairro e compreender as dinâmicas
quotidianas da população residente nesta área central, tendo como meta a elaboração de
um diagnóstico para futura intervenção com vista à regeneração urbana da área central
do município de Odivelas, intervenção que deverá ser enquadrada pelos princípios de
planeamento defendidos na construção de comunidades sustentáveis.
Durante a investigação foi realizado um estágio na Divisão de Habitação da Câmara
Municipal de Odivelas, no âmbito do Plano Local de Habitação do Concelho de
Odivelas, dando contributos para este plano, através do diagnóstico da área em estudo.
Através desta investigação foi possível verificar que no bairro em estudo, é necessário
implementar um processo de regeneração urbana tendo sempre em atenção a
comunidade residente e os seus padrões da sustentabilidade. Julga-se de todo adequado
a implementação da dinamização social e rejuvenescimento da população residente por
um lado, a dinamização e requalificação do comércio e serviços à comunidade local e a
requalificação ambiental do espaço urbano, em geral, e dos espaços públicos, em
particular, por outro.
Esta realidade foi possível compreender, através da análise estatística, do levantamento
funcional realizado nas ruas do bairro e dos inquéritos realizados à população residente
na área de estudo, que permitiram identificar o seu relacionamento com os espaços e as
funções coletivas e, simultaneamente, perceber se existe mais oferta e procura de
serviços de utilização coletiva. Este processo, de recolha destes dados, originou o
diagnóstico e propostas interventivas para o bairro.
The research is entitled "Urban Regeneration applied to the Sustainable Communities", confined to the city of Odivelas, a neighborhood located in the central area of Odivelas parish. The thematic study was urban regeneration and sustainable communities, with the possibility to implement in the neighborhood an urban regeneration process. We sought to identify the neighborhood decline factors, understand the daily dynamics of the resident population in the central area, with a goal to design intervention proposal for the urban regeneration of the central area of the city of Odivelas framed by planning principles advocated in building sustainable communities. It was conducted during the investigation a stage in the Municipality of Odivelas Housing Division, under the Odivelas County Local Housing Plan, making contributions to this plan, by diagnosing the study area. Through this research we found that it is necessary, in the district under study, implement an urban regeneration process bearing in mind the resident community and sustainability standards. It is deemed appropriate throughout the implementation of social promotion and rejuvenation of the resident population on the one hand, and the promotion and enhancement of trade and services to the local community and environmental regeneration of urban areas in general and public spaces on the other. All this, in a way, it was possible to understand, through statistical analysis, functional and population surveys in the study area, to evaluate perception of their relationship with the spaces and the collective functions and simultaneously, realize that there is more supply and demand for services collective use. This process of gathering these data gave the diagnosis and interventional proposals for the neighborhood.
