O aumento das mobilidades de pessoas, capitais e informação, combinado com as novas ferramentas tecnológicos propiciadas pela internet permitiu a turistificação alargada das cidades, associada a importantes dinâmicas de reabilitação urbana e valorização cultural. As políticas públicas facilitam estes processos que estão dependentes do investimento internacional que escolhe algumas localizações privilegiadas para acumular capital. Existe muita controvérsia e reacção dos habitantes locais sobre os efeitos dos novos produtos imobiliários, como o do arrendamento de curta duração a turistas na cidade histórica, pelas restrições que coloca no acesso à habitação.
O texto analisa o arrendamento turístico em Lisboa com base em duas linhas teóricas de referência, a circulação do capital entre circuitos de acumulação e no espaço geográfico e o papel das políticas públicas na atracção de visitantes e de investimento para o imobiliário e a regeneração urbana.
The increasing mobility of people, capital and information, combined with the new technological tools provided by the internet, lie behind the touristification of the cities which has been associated with important dynamics of urban rehabilitation and cultural valorization. Public policies facilitate these processes that are dependent on international investment that chooses some privileged locations to accumulate capital. There is a lot of controversy and reaction from the local people about the effects of new real estate products such as short-term rentals in the historic city due to restrictions on access to housing. The paper analyses this process in Lisbon, with two lines of reasoning: the theory of the circulation of capital between accumulation circuits and across geographical space; and the role of public policy attracting visitors and investment towards real estate and urban regeneration.
