As sanções económicas têm vindo a ser utilizadas como medidas de política externa desde a década de 1960, mas foi o caso do Iraque que suscitou o debate sobre o impacto humanitário desta ferramenta. Desde então que o Conselho de Segurança da ONU se tem esforçado para tornar as sanções mais eficientes e direcionadas ao seu propósito: a alteração de condutas erradas do ponto de vista da comunidade internacional. Perante a tendência das smart sanctions, esta dissertação foca-se na análise de impacto humanitário em quatro casos de estudo (Irão, Cuba, Líbia e Libéria), que incluem tanto sanções abrangentes como direcionadas. São percetíveis dinâmicas de relações causais que levam à alteração das condições básicas de vida das populações, e que demonstram que o impacto humanitário depende da estrutura do país sancionado e da sua capacidade de reação a determinadas restrições, independentemente de ser um embargo total ou parcial.
Economic sanctions have been used as a foreign policy tools since the decade of 1960, but it was Iraq that brought up the discussion of the humanitarian impact of these measures. Ever since then, the UN Security Council has developed methods to make sanctions more efficient and targeted to their main purpose: change of bad conducts according to the international community. Following the "smart sanctions" trend, this research focuses on the humanitarian impact in four study cases (Iran, Cuba, Libya, Liberia), that include both comprehensive and targeted sanctions. Some causal relations are identified, that lead to changes in the basic life conditions of the population, showing that the humanitarian impact depends on the country structure and its ability to react to certain restrictions, regardless of being total or partial.
