O conceito de Desenvolvimento Humano apresentado pelo PNUD a partir de 1990, introduz uma perspectiva nova tanto no que se refere à "avaliação" do desenvolvimento como na política económica da cooperação internacional.A APD tem sofrido alterações cuja avaliação do seu impacto tem sido feita com referência ao conceito de crescimento e utilizando os indicadores "ortodoxos", pelo que a maioria dos estudos sobre a ajuda não são elaborados na perspectiva do desenvolvimento humano. O presente trabalho analisa o Índice do Desenvolvimento Humano a Ajuda Pública ao Desenvolvimento, expondo-se o conceito e a sua evolução, analisando-se a situação da África Subsaariana, no período de 1990-1997.Testa-se a correlação entre índice de Desenvolvimento Humano e a Ajuda Pública, constatando-se que a África Subsaariana na perspectiva do desenvolvimento Humano não progrediu e aumentou o desvio em relação às outras áreas regionais em desenvolvimento. Verifica-se uma alteração à ajuda aos PVD na década de noventa, mantendo-se a mesma estrutura na África Subsaariana, concluindo-se que está não contribui para alterar a- situação de "subdesenvolvimento" da região .
The Human Development concept presented by UNDP since 1990 introduces a new perspective both relating to the development "evaluation" and the economic politics of international cooperation.The PAD has suffered some changes, whose impact evaluation has been done referring to the concept of growth and using the "orthodox" indicators, and that is why most of studies about aid are not made in the human development view.This study of the analyses the Human Development Indices and the Public Aid to Development, explaining the concepts and their evolution and analysing the situation of Sub-Saharan Africafor the period of 1990-1997.The study tests the correlation between the Human Development Index and Public Aid, and it notices that Sub-Saharan Africa has not made progresses in the Human Development view and that it has increased it's distance towards the other developing regions. We notice a change in the aid to developing countries in the nineties decade, but the structure in Sub-Saharan Africa remains the same. Therefore, we conclude that it doesn't contribute to change the situation of "sub-development" in the region.
