| dc.description.abstract | O presente trabalho tem por objetivo analisar e comparar os regimes de Segurança social em Portugal e a Previdência Social no Brasil, com foco nos mecanismos de cooperação internacional, mais precisamente o acordo de Segurança Social entre os países. Primeiramente, falaremos sobre a origem histórica da proteção social, bem como sua evolução no Brasil e em Portugal. Para tanto, discorre-se-á sobre a evolução legislativa em ambos os países. Adentra-se-á ao estudo dos princípios gerais de cada regime, bem com os benefícios e as prestações presentes em cada um. Ponderar-se-á sobre o panorama atual do regime brasileiro, após uma breve investigação histórica, além de pesquisa, falando ainda sobre a atual reforma da previdência brasileira. Em seguida, será estudado o regime português, partindo de sua evolução legislativa até os dias de hoje. Outrossim, será apresentada uma comparação entre os dois regimes e uma abordagem sobre a judicialização da previdência no Brasil. Ao final, será feita uma análise acerca dos mecanismos de cooperação internacional, com ênfase no acordo de Segurança Social entre os países e na necessidade de coordenação entre os regimes e o alargamento das redes de serviços. Além disso, propomos algumas soluções frente ao avanço da migração internacional, sendo necessária a celebração de novos acordos, buscando o aumento de migrantes incluídos, inclusão de novas contingências a serem cobertas e, novos tipos de prestações a serem oferecidas, bem como orientações básicas de maneira a viabilizar a sustentabilidade financeira da segurança social. | pt_PT |
| dc.description.abstract | The present work aims to analyze and compare the social security regimes of Portugal and Social Security in Brazil, focusing on the mechanisms of international cooperation, more precisely the Social Security agreement between the countries. To this end, legislative developments in both countries will be discussed. The general principles of each scheme will be studied, as well as the benefits and benefits granted. Consideration will be given to the current panorama of the Brazilian regime, after a brief historical investigation, in addition to research. Then, the Portuguese regime will be studied, starting from its legislative evolution to the present day. Moreover, a comparison between the two regimes and an approach on the judicialization of social security in Brazil will be presented. In the end, an analysis will be made on the mechanisms of international cooperation, with emphasis on the Social Security agreement between countries and on the need for coordination between the schemes and the extension of service networks. In addition, we propose some solutions to the advance of international migration, with the extension of social protection with new agreements and gradual increase of migrants included, creation of new contingencies to be covered, with new types of benefits to be basic guidance in order to enable the financial sustainability of social security. | pt_PT |
