Num contexto de uma sociedade cada vez mais globalizada e na sequência do recente
alargamento da União Europeia, esta pesquisa, incide na análise dos determinantes de
Investimento Directo Estrangeiro nos Países da Europa Central e Oriental, analisando o
caso específico da Polónia.
A investigação demonstra que os determinantes do Investimento Directo Português na
Polónia, validam o paradigma ecléctico de Dunning, configurando-se como factores
específicos à empresa, factores derivados do país de origem (Portugal) e factores do país
de destino (Polónia).
A evolução recente dos fluxos de IDE na UE é examinada, e são identificados os
principais determinantes que estão na origem do investimento português na Polónia. •
Uma revisão exaustiva da literatura e o estudo empírico, revelam que os empresários
portugueses investem na Polónia porque o mercado português está saturado e sem
capacidade de fornecer o incremento necessário no volume de negócios, justificando o
aumento da importância da dimensão do mercado polaco e da sua localização
geográfica como determinante do IDE.
Posteriormente, a pesquisa incidiu num estudo do caso específico da Polónia, através de
entrevistas e questionários efectuados à totalidade das empresas que possuem,
actualmente, investimentos na Polónia.
A observação dos resultados obtidos permitem concluir que, para além dos sectores
onde a globalização é generalizada - o mercado financeiro (banca), a grande
distribuição, as tecnologias de informação e a construção civil -, Portugal marca
presença nos mercados externos, através das tradicionais fileiras competitivas nacionais
— o calçado, os moldes, o vinho, a cortiça, as rochas ornamentais e os têxteis.
In light of globalisation and after recent changes in the European Union with ten new member countries, the research consists of an analysis of the foreign direct investment (FDI) determinants in the Central and Eastem European Countries, especially in Poland. The research shows that Portuguese FDI determinants in Poland, validate Dtuming's eclectic model, with ownership advantages, location advantages and internalisation advantages. The recent evolution of FDI streams in the UE is examined, and the main determinants for the Portuguese investment in Poland are identified. A thorough review of literature and the empirical analysis reveal that Portuguese companies invest in Poland because local market is saturated and has no capacity to support the growth of tumover, therefore justifying the increased importance of the polish market dimension as well as its geographical localisation as FDI determinant. The empirical study has been made through case study, interviews and questionnaires to the Portuguese companies that have investments in Poland regarding the different possible incentives for FDI. The results show that besides the sectors where globalisation is generalised — Financial Market (banking), Fast Consumer Goods, Information Technologies and Building & Construction —, Portugal has strong presence through its traditional competitive clusters — Wine, Shoes, Moulds, Cork, Ornamental Stones and Textile Industries.
