o presente estudo corresponde a uma dissertação de mestrado em «Desenvolvimento Económico e Social» intitulada o Elemento Humano O Contributo Português para o Desenvolvimento Económico e Social dos PALOP.
Analisam-se as oportunidades na vertente de cooperação para o desenvolvimento das PME portuguesas inseridas no seu espaço natural - a Comunidade Europeia - num contexto de integração crescente à escala mundial, nomeadamente no que diz respeito ao correcto aproveitamento do elemento humano, do saber fazer e de uma tecnologia de grau intermédio empregue pela generalidade das indústrias nacionais.
A I Parte do trabalho, analisando a situação actual do desenvolvimento no mundo e evidenciando os profundos desequilíbrios existentes, demonstra como a sua manutenção é insustentável, podendo constituir uma ameaça aos próprios níveis de bem-estar atingidos pelo mundo desenvolvido.
Aferir da disponibilidade dos futuros quadros portugueses para desenvolver acções de cooperação no quadro de relacionamento CE-ACP, bem como do grau de conhecimentos que possuem sobre a matéria, constituiu o objectivo do inquérito apresentado na Parte II, pioneiro no ramo, e que constituiu peça fundamental da presente dissertação.
Com base nos resultados obtidos,estabelecem-se pressupostos e retiram-se as devidas conclusões em função do advento da Política Externa e de Segurança Comum e do reforço da posição portuguesa no continente africano.
The present study corresponds to a dissertation written for a Master's Degree in "Social and Economic Development" and entitled The Human Element the Portuguesa Contribution to the Social and Economic Development of the Portuguese-Speaking African Countries (PALOP). The opportunities in terms of cooperation for the development of Small and Medium-Sized Portuguesa Enterprises within their natural space - the European Community are analysed in the context of an increasingintegration on a worldwide scale, particularly with regard to the correct use of the humanelement, know-how and intermediate technology used by most nationa1 industries. The first part of the work analyses the present situation of world development and highlights the profound imbalances which exist at present. It further demonstrates how it is impossible to maintain such a level of development and that this may constitute a threat to the very standards of living attained by the developed world. The survey undertaken was a pioneering study in its field and a fundamental part of the present dissertation and had as its aim to gauge the readiness of future Portuguesa managers to develop cooperation acti vities within the framework of relations between the EC and the ACP, as we11 as to ascertain the extent of their knowledge upon the subject. Premises are set up on the basis of the results obtained and the appropriate conclusions are drawn in line with the advent of a Common Policy for Foreign Affairs and Security Matters and the strengthening of the Portuguesa position in Africa.
