O problema das crianças em conflitos armados continuam a chamar a atenção mundial. Uma resposta eficaz a esta questão é essencial. Somos confrontados com números alarmantes sobre crianças que foram usadas como soldados em mais de 30 países. Os órgãos competentes do sistema das Nações Unidas têm um papel fundamental na mudança desta realidade. Da mesma forma, as contribuições da sociedade civil, especialmente ONGs, devem ser aproveitadas no que diz respeito aos esforços de coordenação.
As principais diretrizes foram consolidadas em vários instrumentos, como o Estatuto de Roma do Tribunal Penal Internacional, a Convenção 182 da OIT sobre as piores formas de trabalho infantil, e do Protocolo Facultativo à Convenção sobre os Direitos da Criança, relativo ao Envolvimento de Crianças em Conflitos Armados. A questão das crianças e conflitos armados constituem um problema de natureza complexa. Ela exige uma abordagem abrangente, que engloba a perspectiva social, de segurança, economia e dos direitos humanos.
The problem of children and armed conflict continues to draw attention worldwide. An effective response to this issue is essential. We are confronted with alarming figures concerning children who have been used as soldiers in more than thirty countries. The relevant bodies of the UN system has a key role in changing this reality. Likewise, we should profit from the contributions that the civil society, especially NGOs, can make as regards the coordination efforts. The main guidelines have been consolidated in various instruments, such as the Rome Statute for the International Criminal Court; the Convention 182 of ILO on the worst forms of child labour; and the Optional Protocol to the Convention on the Rights of the Child. The issue of children and armed conflicts constitutes a problem of a complex nature. It requires a comprehensive approach that encompasses social, economic, security and human rights perspectives.
