A participação política e eleitoral constitui, atualmente, um dos fatores de aferição da qualidade da Democracia, bem como permite aferir da necessidade de adoção de medidas / políticas que promovam um maior envolvimento dos cidadãos na causa pública. As eleições legislativas são, nos sistemas eleitorais de pendor parlamentar, cruciais para determinar a linha política e, mais concretamente, eleger os nossos representantes nacionais.
Observando os diversos estudos realizados no âmbito da participação política verificamos um crescimento sustentado e contínuo do nível de abstencionistas nos diversos atos eleitorais. O nosso trabalho parte à descoberta de alguns indicadores que poderão explicar esta tendência generalizada, bem como identificar elementos que possam contribuir para um maior envolvimento dos cidadãos na definição dos seus legítimos representantes. Deste modo, o nosso objeto de estudo procura analisar a influência dos fatores institucionais e do ambiente macroeconómico sobre a participação eleitoral nas eleições legislativas ocorridas entre 2004 e 2011, sendo que para o estudo em questão incluímos as eleições realizadas em Portugal e em Espanha, visto o método comparativo permitir alargar o âmbito da nossa análise.
O presente propósito de investigação vai ao encontro da necessidade de refletir e estudar o funcionamento da Democracia nos países da Europa do Sul, num momento em que a crise económica dita parte das políticas adotadas e condiciona as decisões dos cidadãos, permitindo clarificar as linhas de orientação que melhor sustentam a participação cívica dos cidadãos.
The political and electoral participation is one of the key elements to measure the quality of Democracy. It is also a way to measure the need of new political actions to promote a stronger involvement of citizens in the public domain. Considering the systems with parliament focus, it’s possible to observe that legislative elections are crucial to determine the political scenario and allow the election of our national deputies. Considering the different academic studies about the political participation, it is possible to observe a sustained and continuous growth in the level of turnout across multiple electoral acts. Our main goal is to discover some of the indicators that could explain this trend, but also to identify some elements that can contribute to assure a deeper involvement between citizens and political representants. Thus, our object of study seeks to examine the influence of institutional factors and the macroeconomic environment on turnout in legislative elections held between 2004 and 2011. For this study we have included the elections in Portugal and Spain, considering that the comparative method allow us to have a broader analysis about turnout. The purpose of this research reflects the need to study the functioning of democracy in the countries of Southern Europe, at a time when the economic crisis dictates the policies adopted and affects the decisions of politics and citizens.
