O sistema de mobilidade na Área Metropolitana de Lisboa apresenta uma cada vez maior pressão em número de movimentos entre os concelhos que a compõem. A elevada dependência do transporte automóvel causa problemas tanto ao nível ambiental como de trânsito, por isso, a aposta recaí na oferta de um transporte público de qualidade, de modo a atrair um maior número de utilizadores. Para cativar e acomodar um maior número de utilizadores foi necessária uma reorganização do sistema de transporte público na Área Metropolitana de Lisboa, que se apresentava desfasado das reais necessidades dos utilizadores. A partir do Regime Jurídico do Serviço Público de Transporte de Passageiros (RJSPTP) dá-se o mote para uma nova mobilidade urbana na Área Metropolitana de Lisboa, criando um enquadramento legal para políticas de mobilidade que apresentam uma solução para atualizar esse sistema. O Programa de Apoio à Redução Tarifária (PART) faz parte de uma dessas políticas, com uma visão para a transferência modal do transporte individual para o transporte público, intermodalidade, modernização do sistema de bilhética, redução da emissão de gases poluentes e também uma redução tarifária. Este processo, iniciado na Área Metropolitana de Lisboa em 2019, viu o preço dos passes mensais de transporte a reduzir de forma abrupta, assente numa nova organização do sistema de mobilidade. Pouco tempo depois este sistema e o sucesso da política de mobilidade na qual estava assente viu-se ameaçado por uma crise sanitária internacional, que veio a alterar os padrões de mobilidade normais, afetando não só a forma de estar, mas também de pensar daqueles que precisam de se movimentar no território.
The mobility system in the Lisbon Metropolitan Area as came to see an increasing pressure in terms of the number of movements between the municipalities that comprise it. The high dependence on car transport causes both environmental and traffic problems, so the focus is on quality public transport offer, in order to attract a greater number of users. To captivate and accommodate a greater number of users, it was necessary to reorganize the public transport system in the Lisbon Metropolitan Area, which was out of step with the real needs of users. From the new Legal Regime of Public Service of Passenger Transport (RJSPTP), the motto for a new urban mobility is given, creating a legal framework for mobility policies that present a solution to update this system. The Tariff Reduction Support Programme (PART) is one of these policies, with a vision for the modal shift from individual transport to public transport, intermodality, modernization of the ticketing system, reduction of pollutant gas emissions and a tariff reduction. This process, initiated in the Lisbon Metropolitan Area in 2019, saw the price of monthly transport passes drop sharply, based on a new organization of the mobility system. Shortly thereafter, this system and the success of the mobility policy on which it was based was threatened by an international health crisis, which changed normal mobility patterns, affecting not only the way of being, but also the way of thinking of those who need to move in the territory.
