Este estudo procura disponibilizar uma nova ferramenta de diagnóstico de inovação para incubadoras. Trata-se de uma adaptação do Innovation Scoring (IS), instrumento desenvolvido pela COTEC Portugal, associação empresarial especializada na promoção da inovação e consubstancia a fundamentação, o desenvolvimento e a realização de uma prova de conceito com três incubadoras, Lispolis, Madan Parque e Inovisa.
A pertinĆŖncia analĆtica deste enfoque radica na crescente dinĆ¢mica da inovação e do empreendedorismo no paĆs e na constatação de que estes nĆ£o se tratam de meros fenómenos individuais e espontĆ¢neos, mas sim de um processo coletivo e organizado. O valor do estudo assenta, portanto, nos potenciais benefĆcios desta nova ferramenta para a gestĆ£o da inovação nas incubadoras, como instituiƧƵes ?catalisadoras? da mudanƧa social e economicamente Ćŗtil baseada no conhecimento.
Este projeto visa apresentar a primeira tentativa de extensĆ£o da abordagem do IS Ć s incubadoras, como espĆ©cie organizacional com responsabilidades próprias num sistema de inovação aberta. Este esforƧo Ć© materializado na construção de um novo IS e do correspondente manual de apoio Ć sua utilização em cenĆ”rios de aplicação. ImplicaƧƵes para prospeƧƵes futuras e para a reflexĆ£o de polĆtica pĆŗblica sĆ£o tambĆ©m extraĆdas do presente trabalho.
This study aims to provide a new innovation diagnostic tool for incubators. It is an adaptation of Innovation Scoring (IS), an instrument developed by COTEC Portugal, a business association specialized in promoting innovation and presents the conceptual context, development and a proof of concept with three incubators, Lispolis, Madan Parque e Inovisa. The analytical relevance of this approach lies in the growing dynamics of innovation and entrepreneurship in the country and the perception that these are not just individual and spontaneous phenomena, but a collective and organized process. The value of the study is centered on the potential benefits of this new tool for incubators management as "catalysts" for useful social and economic change supported by knowledge. This project aims to present the first attempt to extend the IS approach to incubators as an organizational species with its own responsibilities in an open innovation system. This effort is materialized in the construction of a new IS and the corresponding manual to support its use in application scenarios. Implications for future prospects and public policy reflection are also results of this study.
