A presente dissertação visa analisar a ameaça em que consiste a subversão sob
a forma de terrorismo, e o modo em como esta é percecionada pelo Sistema de
Informações da República Portuguesa. Cuja relevância do objeto de estudo se prende
com o intuito de prover um contributo na compreensão de um tema que afeta a
sociedade contemporânea e que simultaneamente consiste num dos maiores desafios
securitários a nível global.
Foram estabelecidos objetivos de investigação que permitiram compreender
mais aprofundadamente os temas discutidos. Estabelecendo relações entre os
conceitos, pela apresentação e interpretação de aceções e categorizações.
Complementarmente, analisou-se a estrutura orgânica do Sistema de Informações da
República Portuguesa, e respetivo modus operandi, possibilitando o entendimento
sobre o modo como é percecionada a ameaça terrorista, nas suas diversas tipologias, e,
consequentemente, prevenida. Para tal, recorreu-se a metodologia de tipo qualitativo dedutivo, alicerçada em
pesquisa bibliográfica, entrevistas semiestruturadas a atuais e anteriores dirigentes e
funcionários dos Serviços de Informações portugueses, e análise documental, cujas
principais fontes consistiram, fundamentalmente, entre outras, em legislação nacional
e documentação de natureza estratégico-política e institucional.
São ainda analisados os princípios, meios de atuação e limites à atividade dos
organismos integrantes do sistema em estudo, procurando identificar eventuais
instrumentos técnicos ou legislativos que possam estar a condicionar o funcionamento
dos SI nacionais.
This dissertation aims to analyze the threat of subversion in the form of terrorism and the way in which it is perceived by the Portuguese Intelligence System. The relevance of the object of study is in providing a contribution to the understanding of a topic that affects contemporary society and simultaneously constitutes one of the greatest security challenges at a global level. The established research objectives allow for a deeper understanding of the topics discussed. Relationships between concepts are made by the presentation and interpretation of terms and classifications. In addition, the organizational structure of the Portuguese Intelligence System, and its modus operandi, are analyzed. This makes it possible to understand how the terrorist threat is perceived in its many different forms and, consequently, how these threats are prevented. In order to do so, qualitative deductive methodology is used based on bibliographical research, semi-structured interviews with current and former directors and officials of the Portuguese Intelligence Services, and documentary analysis. This analysis consists of texts not limited to, national legislation and strategic-political and institutional documentation. The principles, means of operation, and limits to the activity of the intelligence services are also analyzed to identify possible technical or legislative instruments potentially impacting the regular functions of the national intelligence system.
