O presente trabalho visa realizar um estudo sobre o papel do Estado na regulação do sector elétrico angolano. Deste modo, é feita uma análise sobre as diferentes formas de intervenção do Estado na economia, traçando ao mesmo tempo um conceito de regulação, na qual nos dará um melhor entendimento do que se pretende com este trabalho, sendo que dentro deste novo movimento de regulação não podemos deixar de referência das entidades reguladoras independentes, que se apresentam como essenciais para e realização deste processo. O sector elétrico angolano e as suas mais recentes transformações, foram as causas que nos motivarem a empreender esforços para a realização do trabalho que se segue. O estudo do modelo de organização do sector elétrico, ligando com a separação jurídica das atividades (produção, transporte e distribuição) da empresa pública que atuava de forma vertical em toda essa cadeia, bem como o reforço das atribuições reguladoras do instituto responsável pela regulação do sector elétrico, dentro do programa de transformação deste sector em angola, em que o mesmo visa a liberalização do sector em 2025.
The goal of this project is to study the role of the Government in the regulation of the Angolan electrical sector. Thus, an analysis was made over the different forms of intervention of the Government in economy, at the same time tracing the concept of regulation, which will give us a better understanding of the purpose of this project, while not leaving as reference the independent regulating entities in this new movement, presenting them as essentials to the accomplishment of this process. The Angolan electrical sector and its latest transformations were what motivated us to go ahead with this project. The study of the model of organization of the electrical sector, connected with the juridical separation of the activities (production, transportation and distribution) of the public company that acted vertically in the chain, as well as the reinforcement of the assignments by the institute responsible for the regulation of the electrical sector within the transformation program of this sector in Angola, in which the goal is the liberalization of the sector by 2025.
