O presente estudo tem por objectivo realizar um exercĂcio sobre convergĂȘncia entre
regiĂ”es portuguesas ao nĂvel NUTS III, ao longo do perĂodo de 1991-2003 e analisar o
papel da polĂtica regional europeia no processo de convergĂȘncia.
Este trabalho começa por proporcionar uma visão geral dos desenvolvimentos chave
no estudo do crescimento econĂłmico e de convergĂȘncia regional, apresentando as
principais questÔes metodológicas que surgiram desde a primeira tentativa de analisar
a convergĂȘncia. De seguida, faz-se uma revisĂŁo das evidĂȘncias empĂricas de
convergĂȘncia existentes na Europa. Estas evidĂȘncias revelam que a desigualdade
regional na Europa nĂŁo reduziu substancialmente ao longo dos Ășltimos anos. As
diferenças de rendimento entre os Estados-Membros caĂram, mas as disparidades
entre regiÔes dentro de cada estado aumentaram. Este aumento levanta a questão de
saber se o impacto dos fundos regionais favorece ou nĂŁo a coesĂŁo em todo o territĂłrio
europeu, em particular, em Portugal. Deste modo, existem dĂșvidas sobre a eficiĂȘncia
da polĂtica regional europeia.
Por Ășltimo, este estudo analisa a convergĂȘncia econĂłmica entre as regiĂ”es
portuguesas, através do PIB per capita, assim como da produtividade. Na anålise
empĂrica usam-se os conceitos de convergĂȘncia p e de convergĂȘncia a, testando a
hipĂłtese de convergĂȘncia absoluta (economias pobres crescem mais depressa do que
as economias ricas) atravĂ©s das equaçÔes standard de Barro. As evidĂȘncias no PIB
per capita permitem avaliar os resultados preconizados pela convergĂȘncia neoclĂĄssica
em direcção a um estado estacionårio comum. O presente trabalho também investiga
o papel da polĂtica regional europeia no processo de convergĂȘncia, atravĂ©s da anĂĄlise
do impacto do QCA II (1994-1999) no crescimento regional.
The present study aims at providing an assessment about convergence across Portuguese regions at NUTS III level, over the period of 1991-2003 where data is available and analyse the role of European regional policy in convergence process. First, this work provides an overview of the key developments in the study of economic growth and regional convergence, discussing the methodological issues that have arisen since the first attempts to analyse convergence. Then, review the existing empirical evidences of convergence in Europe. The empirical evidences reveal that regional inequality in Europe have not narrowed substantially, over the last years. Income differences across states have fallen, but disparities between regions within each state have risen. This raises the question as to whether the impact of regional funds favour or not, the cohesion over the whole European territory, particular, in Portugal. So, there are doubts about the effectiveness of European regional policy. Last, this study analyse the economic convergence across Portuguese regions by using the per capita GDP, as well, the productivity (GDP/employment).The empirical analysis uses the concept of (3 - convergence and the concept of a - convergence, testing the hypotheses of absolute convergence (poor economies growth faster than the rich economies) with the standard Barro equations. Evidences in per capita GDP allow to evaluate the results predicted by the neoclassical type of convergence towards a common steady state. The present study also investigate the role of European Regional Policy in convergence process, by analyse the impact of CSF II (1994-1999) on regional growth at NUTS III level.
