Este documento insere-se no âmbito de um dos direitos e deveres sociais consagrados na Constituição da República Portuguesa, a habitação. Nesse sentido, procurou-se efectuar uma abordagem à problemática da habitação no nosso país tendo-se igualmente procedido a uma pesquisa sobre a evolução histórica da habitação social com a finalidade de se perceber melhor o panorama actual. O presente trabalho tentou efectuar uma incursão na realidade da habitação social do concelho de Cascais tendo procurado fazer uma caracterização da população residente nos 37 bairros sociais que compõem o parque habitacional de arrendamento público. O estudo privilegiou um subgrupo desta população, isto é, os arrendatários que não efectuam o pagamento da renda e que como consequência desse comportamento foram-lhes instauradas acções de despejo. Assim, procedeu-se à sua caracterização e à realização de um inquérito a fim de se averiguar os motivos que conduziram ao incumprimento, sentimentos e perspectivas futuras relativas à acção de despejo. O documento procurou contribuir para uma melhor compreensão dos regimes de renda em vigor no parque habitacional dedicando especial atenção às fórmulas de cálculo do valor da renda. melhor a dimensão e o impacto da habitação social neste concelho. Compreende, ainda,
uma descrição das entidades que ao longo dos tempos tem sido responsáveis pela habitação social em Cascais contendo uma enunciação dos procedimentos da actual entidade locadora do parque habitacional perante o incumprimento da renda.
This document is inserted in the scope of one of the consecrated rights and social duties in the Constitution of the Portuguese Republic, the habitation. ln this sense, was rnade an approach to the habitation problematic in our country having also proceeded to a research on the social habitation historical evolution with the purpose of better perceiving the current panorama. The present work tried to make an incursion in the reality of social habitation in Cascais's council attempting to characterize the resident population in the 37 social quarters that compose the public lease housing park. The study privileged one of the population sub-groups, that is, the leaseholders to whom have been given an eviction notice, as consequence of the non payment of the rent. Thus, a characterization and inquiry was made in order to inquire the reasons that had lead to the unfulfilment, feelings and future perspectives related to the ousting. The document tried to contribute to a better understanding of rent regimes in force in the housing park dedicating special attention to the rent value calculation formulas. This work includes a brief Cascais's council characterization in terms of population and housing in order to better understand the dimension and the impact of social habitation in this council. It also embraces a description of the entities that throughout the times has been responsible for Cascais social habitation and the current entity landlord of the housing park procedures before the rent unfulfilment.
