RESUMO
Nas
últimas
décadas,
a
Administração
Pública
em
Portugal
foi
influenciada
por
dois
modelos
administrativos,
designadamente
o
New
Public
Management
(NPM)
e
o
Neo
Weberian
State
(NWS).
De
formas
distintas
na
abordagem,
estes
defendem
a
aplicação
de
uma
gestão
de
tipo
empresarial
à
Administração
Pública.
No
particular
da
Administração
da
Educação,
este
trabalho
procura
perceber
como
esta
ideologia
empresarial
encontrou
espaço,
e
de
que
forma
se
instalou
e
cumpre
a
missão
da
organização
pública
de
educação.
Procuramos
continuidades
e
ruturas
entre
a
Administração
Pública
e
modelos
provenientes
do
sector
empresarial.
Para
a
nossa
análise,
adotamos
o
modelo
de
reforma
de
administração
pública
de
Pollitt
e
Bouckaert
(2011),
tornando-‐se
a
referência
que
determinou
o
mapa
conceptual,
o
diagrama
de
forças
em
ação
e
o
nosso
instrumento
heurístico.
O
estudo
de
caso
decorreu
na
Escola
Secundária
Jaime
Moniz.
Partimos
do
pressuposto
que
vários
grupos
hierarquicamente
organizados
são
influentes
ao
processo
de
Administração
da
Educação,
razão
pela
qual
esta
investigação
recorreu
às
Elites,
alargando
assim
a
apreciação
a
vários
atores
que
interagem
com
a
Escola.
Como
metodologia,
optamos
por
um
estudo
qualitativo
com
recurso
a
entrevistas
semiestruturadas.
Recorremos
a
Bardin
(2011)
para
fazer
análise
de
conteúdo
aos
dados
recolhidos.
ABSTRACT In the last decades, the Public Administration in Portugal was influenced by two management models, namely the New Public Management (NPM) and the Neo-‐Weberian State (NWS). Recurring to different approaches, they uphold that a type of business management should be applied to Public Administration. Especially applied to Educational Administration this essay aims to understand how this business ideology came about, and in what way it was set up, as well as, how it pertains to the objectives of the Public Administration in Education. During the study the focus was on finding continuities and ruptures between the Public Administration and models adopted from the cooperative world. After analysing the Pollitt and Bouckaert Administrative Reform Model (2011), it was adopted and became the reference used in the concept maps, the active force diagrams and the heuristic tool. The case-‐study took place at Escola Secundária Jaime Moniz. Assumptions were based on several hierarchically structured groups that influence the Education Administration process, therefore research was conducted to the Elite groups this way expanding the assessment to the various participants that interact with the school. The methodology adopted contemplated a qualitative study using semi structured interviews. Bardin (2011) was used as reference in the analysis of the data collected.
