Situado na temática do "gestor escolar", o presente estudo pretende contribuir para
saber quem foram e o que fizeram os Delegados Escolares, os responsáveis concelhios pela
gestão e administração das escolas e jardins de infância desde 1933 a 1998, através das
memórias biográficas de quatro Delegados.
Afim de contextualizar o problema, foi necessário traçar a evolução da administração
da escola primária em Portugal, e porque a figura em análise faz parte da gestão e
administração da escola primária/ 1º ciclo e jardins de infância da rede pública, uma
administração cindida em duas partes, foi feita uma análise da sua estrutura organizacional e
administrativa, com especial destaque para a figura do Delegado Escolar no quadro da
Administração Educacional, como gestor escolar concelhio.
E, porque a presente dissertação se situa na área de especialização da Administração
Educacional, foi também necessário fazer a descrição do que é um gestor escolar, situando
neste quadro a figura do Delegado enquanto gestor, administrador e/ou líder.
Definida a problemática à volta das memórias do Delegado Escolar, foi também
necessário contextualizar do ponto de vista metodológico a investigação, optando-se de
acordo com a mesma, por um estudo naturalista, de natureza qualitativa, e definindo como
estratégia de investigação a narrativa de vida, utilizando-se como principal técnica de recolha
de dados a entrevista aprofundada, e como técnica de tratamento de dados a análise de
conteúdo.
Para fazer a apresentação dos dados, procurou-se conciliar uma apresentação
descritiva, mais individual, na qual foi apresentada a " história de vida" dos Delegados, e
uma análise mais interpretativa, com o fim de pôr em evidência as semelhanças e diferenças
encontradas na análise de conteúdo, a partir de quatro dimensões identificadas no quadro
teórico.
No final é feita uma reflexão, que não tendo qualquer pretensão de fazer
generalizações, através das semelhança encontradas nos permitiu fazer um esboço, que
respondendo ás questões de pesquisa, fornece informação sobre quem foram e o que fizeram
os Delegados Escolares, enquanto " grupo profissional", ou seja na dimensão social do
problema.
This study, integrated in the school manager theme, intends, through the memories of four delegates, to contribute to the knowledge of who were and what did the school delegates do, they who were the advisers responsible for the management and administration of schools and kindergartens from 1933 to 1998 With the purpose of contextualizing the problem, was necessary to trace the evolution of the Primary School administration in Portugal and, because the school delegate is part of the management and administration of public primary schools and kindergartens, an administration separated in two parts, its organizational and administrative structure was also analysed, focusing on the school delegate as a school manager adviser within the Educational Administration. It was also necessary to describe what a school manager is, including in this description the image of the Delegate as a manager, administrator and / or leader, because this dissertation is integrated in the specialization branch of the Educational Administration. After defining the problematic around the school delegate memories, was also necessary to contextualize the investigation from a methodological point of view. A qualitative naturalistic study was chosen, the investigation strategy selected was the life narrative, and the main method used to capture data was the interview and the data analysis technique used was the content analysis. To present the data, we tried to conciliate a more descriptive and individual presentation, in which the School Delegates life story was presented, with a more interpretative analysis, with the objective of showing the resemblances and differences found in the content analysis, from four identified dimensions in the theoretical framework on. In the final part, a consideration is made that, without the intention to generalize, allowed us to make an outline that answers the research questions and gives us information about who were and what did the School Delegates do as a professional group, the social dimension of the problem.
