A saída do Reino Unido da União Europeia, vulgo Brexit, é um dos maiores, senão o maior
desafio que a UE enfrentou.
Com esta decisão de um dos principais Estado-Membro, colocar-se-ão uma série de desafios
a esta organização supranacional, nomeadamente em termos económicos, securitários e
institucionais.
Tendo Portugal uma relação secular com aquele país, e considerando a interdependência em
relação a transações comerciais, movimento de cidadãos e capacidades de defesa e
segurança, torna-se necessário identificar quais as implicações que a saída do Reino Unido
terá nos interesses estratégicos de Portugal.
Pretende-se, por isso, identificar quais os interesses estratégicos nacionais e relacioná-los
com os dois cenários que têm sido apontados para a saída do Reino Unido da União
Europeia – saída com acordo e saída sem acordo – identificando assim quais as implicações
que resultarão para Portugal em matéria de segurança nacional e segurança económica.
Dos resultados obtidos, considera-se que existirão implicações aos interesses estratégicos
portugueses, em especial nos que visam a salvaguarda económica nacional, nos dois
modelos de saída do Reino Unido em análise. No entanto, num modelo de saída com Acordo
tais implicações serão de impacto mais reduzido
The exit of the UK from the EU, known as Brexit, is one of the major, if not the biggest challenge the EU as faced. With this decision of one of the main Member-States, this supranational organization will face a series of challenges in economic, security and institutional terms. As Portugal as a historical relationship with that country, and bearing in mind the interdependency towards commercial transactions, citizen’s movement and security and defense capabilities, it is crucial to identify the implications that Brexit will have on the Portuguese national strategic interests. With this paper we intend to identify the main Portuguese national strategic interests and relate them with the two scenarios in consideration for Brexit – exist with an agreement and exist without agreement – identifying thus the implications that can result from it for Portugal in terms of national and economic security. From the results obtained, we can assume that there will be implications for the Portuguese strategic interests, especially on those related to economic security, on both proposed exist models of the UK existing the EU. Nevertheless, those impacts will have a reduced impact if the agreement model is the one that happens.
