Megacidades, políticas migratórias e inclusão : a cidade de Buenos Aires

O presente estudo aborda a relação existente entre imigração e crescimento urbano, mais concretamente no seio de uma megacidade do Sul, Buenos Aires. A presença de milhares de imigrantes na cidade de Buenos Aires e a sua inserção habitacional em condições precárias e com um acesso limitado aos serviços básicos, conduz-nos a uma reflexão sobre a (in)capacidade de Buenos Aires para planear a chegada de imigrantes dos países limítrofes, ficando refém de um fenómeno de segregação espacial e social. Em causa está um planeamento urbano que carece de foco na população, baseado numa lógica intercultural, cujas estratégias visem garantir, por um lado, o respeito pelos direitos humanos de quem chega e, por outro lado, o direito à cidade dos que aí vivem.
The present study addresses the relationship between immigration and urban growth, specifically within Buenos Aires, a megacity of the South. The presence of thousands of immigrants in the city of Buenos Aires and their insertion in precarious housing conditions with limited access to basic services leads us to reflect on the (in)ability of Buenos Aires to plan for the arrival of immigrants from neighbouring countries, forcing the city to deal with the phenomenon of spatial and social segregation. Under analysis is an urban planning which lacks focus on population, as well as an intercultural logic, a planning whose strategies should aim to guarantee the respect for human rights for those arriving, and the right to the city, for those who live there.
