Esta investigação se propõe a estudar os diferentes fatores e mecanismos dos
processos de difusão de política social, nomeadamente a difusão dos programas de
transferência condicionada de rendimentos (PTCR) na América Latina entre os anos de
1997 e 2006. O PTCR consiste em um importante instrumento de combate à pobreza
intergeracional ao mesmo tempo que serve como incremento a economia. O programa
foi adotado por quase todos os países latino-americanos em um espaço curto de
tempo. Desse modo, procurou-se perceber quais os fatores influenciaram a decisão dos
governos da região em adotar o PTCR, construindo um quadro-conceptual explicativo
dos elementos-chave que influíram na decisão política de adoção. Para isso foram
utilizados métodos qualitativos e quantitativos de análise e a construção de um modelo
estatístico (Linear Mixed Model) para identificar e testar os fatores considerados pela
investigação. É possível afirmar que, no caso do PTCR, questões socioeconómicas, a
existência de uma comunidade epistêmica sólida, a qualidade das democracias e o
padrão regional de adoções podem ter contribuído para a rápida difusão do PTCR no
subcontinente. Esse estudo serve como um contributo para futuras análises sobre
padrões difusores na América Latina
This research proposes to study the different factors and mechanisms of social policy diffusion processes, especially the diffusion of the Conditional Cash Transfer (CCT) in Latin America between 1997 and 2006. The CCT programes is an important instrument to combat intergenerational poverty while it serves as an increment to the economy. The program has been adopted by almost all Latin American countries in a short space of time. Thus, this study tried to understand which factors influenced the decision of the governments of the region to adopt the CCT, by constructing a conceptual framework to explain the key elements that may have influenced the political decision of adoption. For this, we used qualitative and quantitative methods of analysis and the construction of an statistical model (Linear Mixed Model) to identify and test the factors considered by this investigation. I tis possible to say that in the case of CCT, socioeconomic issues, the existence of a solid epistemic community, the quality of democracies and the regional pattern of adoptions may have contributed to the rapid diffusion of CCT programes in the subcontinent. This study serves as a contribution to future analysis of diffusion patterns in Latin America.
