Os problemas ambientais são hoje uma realidade incontornável. Não é mais possível
ocultá-los, nem ignorá-los. De problemas de carácter localizado passaram a
problemas de dimensão mundial. O funcionamento da Terra passou a estar em causa
e, por arrasto, a própria humanidade. No plano internacional, as organizações
internacionais “tingiram-se” de verde e integraram o ambiente na sua esfera de
competências e actividades. No plano nacional, os partidos políticos em geral e os
partidos de governo em especial decidiram, igualmente, assumir os problemas
ambientais, “esverdeando” a sua agenda e acção políticas que são, aliás,
complementadas pela actividade das ONG de ambiente.
A investigação desenvolvida tem por objecto de estudo o comportamento dos partidos
políticos portugueses perante o ambiente, entre 1974 e 2002. Procura determinar em
que termos se processou a inserção das preocupações ambientais na agenda política
dos partidos políticos naquele período, e, ainda, se foi a consciencialização colectiva
dos problemas que são colocados à sociedade do nosso tempo e a adesão de
Portugal à então Comunidade Europeia que levaram à consagração do ambiente no
discurso e nos programas dos diferentes partidos portugueses. O presente estudo
centra-se ainda na análise do impacto da criação do partido verde português, com
assento parlamentar, no sistema político nacional.
It is widely accepted that environmental problems are real, and are not possible to be ignored anymore. They are no more local problems but became problems of the world. Well functioning of Earth and, consequently, Human race are at risk. At international level, organizations turned “green” and Environment became part of its competences and activities. At national level, political parties, and especially those with governmental responsibilities decided, as well, to consider in their politics environmental problems, turning their agenda and political actions “green”. Theses last ones also supported by environmental related non-governmental organizations. The present research has as main objective the study of the portuguese political parties response to environmental questions between 1974 e 2002, as well as to determine how were the environment questions introduced in the political agenda of the political parties in the same period. Moreover, the studies also intend to analyse if a general awareness of the problems that are faced by the population nowadays, and the fact of Portugal became part of the, so called at that time, European Community, led to the inclusion of the environmental concerning on the speeches and programs of the different portuguese political parties. Finally, this research work investigates the impact of the born of the Portuguese “green party”, occupying seats at the parliament, in the portuguese national political system.
