Evidence of co-production in public service provision: the case of the administrative arbitration centre in Portugal

Co-production includes all actions where citizens assist, as volunteers, in the provision of services by public agencies in order to increase the
efficiency and efficacy of the public services provided. This practice, known as co-production, is being adopted by governments in the resolution
of conflicts, particularly those regarding administrative and fiscal matters. However, is co-production a more efficient and effective way of settling
disputes in administrative and tax areas than the traditional administrative model? And why? In Portugal, the Administrative Arbitration Centre
was created in 2009 with the aim of resolving disputes between public administration and taxpayers/service users by means of co-production. The
available data support the thesis that efficiency and efficacy are higher under the co-production model. Nevertheless, users are not totally satisfied
since the costs associated with the use of this service provision model are also higher
Public numbers on monetary valuation of fish landings

This article presents a dataset that combines several time series of economic variables for Portugal, from 1969 to 2015, which can be used to accurately measure the change in value of different series in the fisheries sector. Raw data includes total nominal revenue from fish landings measured in thousands of euros, a consumer price index, and the nominal exchange rate of the Portuguese escudo against the US dollar (only until 1998). We use these raw data series to correct for inflation and to produce information on fish landings measured in constant prices in euros and to discuss the impact of the exchange rate depreciation in the fish sector if measured in US dollars. Data was retrieved from publicly accessible sources such as Statistics Portugal (Instituto Nacional de Estatística, INE) for fish landing revenue, AMECO (European Com- mission) for Consumer Price Index data, and International Financial Statistics (International Monetary Fund) for exchange rate data. The dataset is useful to academics, policymakers and advocacy groups alike for understanding the real production of the fisheries sector.
Authentic leadership and organizational commitment: The mediating role of positive psychological capital

Purpose: This study analyzes the mediating role of positive psychological capital in the
relationship between authentic leadership and organizational commitment.
Design/methodology/approach: This quantitative study presents a model in which were
considered as variables mediating the relationship between authentic leadership and
organizational commitment, the four dimensions of positive psychological capital (optimism,
resilience, self-efficacy, hope).
Findings: The results showed that positive psychological capital mediates the relationship
between authentic leadership and organizational commitment. However, they also indicate that
this mediation is only made for three of the four dimensions of positive psychological capital
(self-efficacy, hope and optimism). They also show that resilience negatively affects
organizational commitment.
Originality/value: The value of this study is to strengthen the interest in the study of positive
psychological capital as a mediating variable and the importance of development that each of its
dimensions and the impact they may have on other variables, as demonstrated by the results.
