Outcomes of Urban Requalification Under Neoliberalism: A Critical Appraisal of the SRU Model

The context of crisis and austerity has provided a legitimate alibi for the inscription of neoliberal narratives grounded in the virtues of the market in Portugal. In 2004 the state enacted a new model of ‘urban requalification’, enabling the creation of Urban Requalification Societies (SRU in the Portuguese acronym) that initiated entrepreneurial and discretionary models of decision and delivery beyond existing state bureaucracies. Based on both quantitative and qualitative evidence from the cases of Lisbon and Porto, this paper offers a critical appraisal of the efficacy of these organizations to secure the provision of affordable rental housing in situ and to maintain less resourceful families in the city centres. Results show that the SRU model, combined with restrictive funding schemes and neoliberal politics, which have promoted the gradual liberalization of rent controls and real estate speculation, have reinforced processes of social and spatial inequality.
Nova geração de políticas de habitação em Portugal: contradições entre o discurso e as práticas no direito à habitação

O lançamento da iniciativa Nova Geração de Políticas de Habitação
(NGPH) representa um momento discursivo governamental inovador na tentativa de resolução dos problemas estruturais que se têm colocado ao avanço do Direito à Habitação no
nosso país. Todavia, persistem, em termos operacionais e práticos, inúmeras contradições.
A construção do ensaio partirá de postulados ou conceitos já estabelecidos na literatura
consultada que nos permita, através de um trabalho lógico de relação de hipóteses explicativas, descontruir algumas daquelas contradições neste texto, nomeadamente: (i) a ofensiva
neoliberal escamoteada de descentralização, presente na municipalização das políticas de
habitação; (ii) as lógicas de financiamento dos instrumentos de actuação que promovem
múltiplas engenharias acumuladoras de financeirização, alimentando o nexo Estado-Finanças-Imobiliário e (iii) o novo papel do Estado capitalista neoliberal enquanto promotor,
gestor e garantidor de habitação, por oposição a um desejável Estado construtor, implementador e executor de habitação e de uma consequente política pública neste sector.
Airbnb and the housing market in the covid-19 pandemic: A comparative study of Barcelona and Lisbon

Since 2010, Airbnb has had a significant impact on
the housing market in all tourist cities where it operates. With
a very small investment, Airbnb enables the use of residential
flats for short-term rentals, creating a rent increase that ultimately excludes long-term tenants. Using data drawn from
the Inside Airbnb website, Idealista, and the 2011 Census of
Spain and Portugal, this article first estimates the number of
commercial listings, multi-hosts, and long-term rentals lost
to Airbnb in Barcelona and Lisbon; second, it measures the
potential increase in rents created by Airbnb in specific neighbourhoods in both cities; and finally, it examines the impact
of the covid-19 pandemic on Airbnb activity in these cities.
Geography of AirBnb in Barcelona and Lisbon: A comparative study

Over the last decade, Airbnb has emerged as the most important actor
in the short-term rental business worldwide. The spatial distribution of Airbnb accommodations
in a city is highly sensitive to the location of different spatial, socioeconomic, demographic,
and cultural factors, and therefore has the potential to increase existing and create
spatial inequalities in host cities. Drawing from the data from the Inside Airbnb website, the
2011 census of population and housing, the municipal registers, and Open Street Maps, this
article first measures and analyses the degree of penetration and spatial clustering (with
LISA statistics) of Airbnb listings in Barcelona and Lisbon. Then, it explores the spatial,
socioeconomic, demographic, and cultural determinants of the spatial clustering of accommodations
offered on Airbnb in both cities. Finally, it examines the impact of the COVID-19
pandemic on the spread of Airbnb in both cities. Results show that Airbnb has penetrated
deeply into the central residential areas and around major tourist attractions, and it is deepening
spatial inequalities by benefitting mainly the upper income group of homeowners in
these neighbourhoods. Lastly, the recent COVID-19 pandemics has curtailed the spread
and changed the typology of accommodation offered on Airbnb.
Retail change in a context of an overtourism city. The case of Lisbon

Abstract
Purpose – The excess of tourism in some destinations has led to the discussion of overtourism. One of
the sectors that most interacts with tourism is retail, a key element in the experience lived by tourists. The
purpose of this paper is to analyse how retail evolves in a context of an overtourismcity, how it relates with
touristification and what are the elements that best characterise such evolution and relation.
Design/methodology/approach – This research is based on a case study, using the main historic city
centre of Lisbon for that purpose. Fieldwork was developed by the author to collect information about the
commercial fabric and itsmain characteristics.
Findings – The findings show a clear adaptation of the commercial fabric of the analysed area to the
tourism industry. Furthermore, the author unfolded that the change of retail is towards a consumption
environment based on leisure, involving the adaptation of the public space into terraces, and on the
thematisation of stores, using elements seen as ‘‘authentically’’ Portuguese, which bestows on theses
spaces a sort of certification of quality and authenticity.
Originality/value – The mere reference to the homogenisation of the retail fabric is too simple to explain
the richness and variety of elements imbedded in the process of retail change in a context of excessive
tourism and touristification. In this paper, the author produced novel knowledge by analysing the
elements that embody the evolution of retail in such a context.
