- Foreign public debt and economic growth in Portugal 1830-1985Publication . Mata, Maria Eugénia; Valério, NunoThis paper is a summary of the main results of a research about the evolution of the foreign public debt of Portugal between 1830 and 1985. It will be concerned only with the broad lines of the theme. In what concerns the importance of foreign capital in economic development, general trends are more difficult to ascertain. However, if we accept a thesis of some dependence upon foreign capital until a certain per capita income level is attained, the Portuguese situation of dependence on foreign capital markets before the first world war, and the lower degree of dependence upon foreign capital thereafter may be related to the very process of Portuguese economic growth.

- Preferences and demand for local public goods : misplaced emphasis?Publication . Pereira, Paulo TrigoThis paper is intended to analyse the relevance of the empirical research on the revelation of preferences and demand estimation for «local public goods», according to the processes of decision-making at a local level. Therefore does not consider normative aspects of optimality and efficiency in the local public sector which have been analysed elsewhere [Rubinfeld (1987) and Wildasin (1987)]. Under the label «local public goods>> are in fact two sets of goods. Firstly there are those which (according to the actual state of technology) under any arrangement of property rights, no mechanism of exclusion can be introduced 501 at a reasonable cost. Consequently they will be provided publicly or not at all. Secondly there are those which according to the arrangement of property rights can be provided publicly or as club goods. The efficiency criterion supports the club good arrangement, so the public provision option must be grounded on other ethical values shared by the community.

Fontoura, Maria PaulaPortugal tem exportado para países com características distintas no que se refere a estrutura produtiva e níveis de desenvolvimento. Uma boa padronização destas diferenças reside nos mercados que têm configurado o comércio externo português: a CEE e os PALOP. O objectivo deste artigo consiste em algumas reflexões, incentivadas por esses contributos teóricos, sobre os factores que determinam o padrão de comércio externo português de bens manufacturados no âmbito das duas áreas geográficas mencionadas. A CEE absorve actualmente a maior parte do comercio externo português, mas a identificação de factores de especialização consoante os mercados de destino pode contribuir para uma maior diversificação dos fluxos comerciais. O período analisado foi circunscrito a 1980-1987, demarcando o início de uma certa «estabilidade» nas relações comerciais com os PALOP após a conturbada experiência do período pós-independência nestes países; 1987 foi o ano mais recente para o qual foi possível obter dados.
