- Stabilization policies and development : some lessons from the portuguese experiencePublication . Silva, ManuelaThis paper aims at establishing a starting point for discussion on the linkages between stabilization policies and development, within the context of a peripheral and not fully industrialised economy. The author states that the present conterversy on the choice beteen stabilization and development is a fallacy. Even the idea at stabilization must procede development is not acceptable either. The case of Portugal clearly shows that major short - run disturbances cannot be isoled from their respective structural roots and therefore alternatives for corresponding changes in the structural components of the economy are needed. Similarly, a consistent medium-run strategy and policy for development cannot ignore the constraints that short-run imbalancesnay eventually impose.
