The economic value of irrigation water should be expressed based on its price, which in turn is determined by the interplay of three factors: the cost of irrigation water (supply side), the willingness to pay for irrigation water (demand side) and public policies. This paper presents an analysis of the key methodological issues involved ineach of the above mentioned factors and how they influence the economic value of water
