O texto está organizado em torno de quatro capítulos. Num primeiro capítulo é definido o enquadramento teórico e metodológico, que tem na Análise Crítica do Discurso (ACD) o seu elemento estruturante. No segundo capítulo é feita uma abordagem ao tema do discurso sobre a leitura a partir de uma revisão da bibliografia sobre o assunto. Num terceiro capítulo, tendo como quadro teórico de referência a ACD, o autor aborda um conjunto de dezasseis artigos numa dupla perspectiva. Numa primeira perspectiva, analisando o discurso sobre a leitura conforme um conjunto de temas-chave: o fenómeno de não-leitura; os estatutos das leituras e dos leitores; o papel da escola e o estatuto do professor; o papel da biblioteca e o estatuto do bibliotecário; a relação leitura, desenvolvimento, cidadania. Numa segunda perspectiva, analisando o discurso sobre a leitura numa lógica de polémica, recenseando o posicionamento dos envolvidos perante: o Plano Nacional de Leitura, a intervenção estatal, os outros envolvidos na polémica. O autor constata que existe um discurso sobre a leitura que é dominante, nomeadamente entre a elite cultural que tem nos jornais o seu principal espaço de opinião. Esse discurso condiciona fortemente (de um ponto de vista ideológico) a definição das políticas nacionais de leitura, das quais o Plano Nacional de Leitura é um exemplo. Outra constatação do autor é sobre a existência de uma tensão entre os discursos e as práticas em torno da leitura. Numa lógica de investigação-acção, o autor posiciona-se sobre a forma a de ultrapassar esta tensão defendendo que é necessário mudar os discursos e mudar as práticas em torno da leitura.The object of this dissertation thesis deals with "the discourse about reading, in texts published by the Media about the National Reading Plan". This work is divided in four chapters. The first will focus about the theoretical and methodological framing of the subject, having in mind the Critical Discourse Analysis (CDA), as its structural element. The second chapter will try to approach the reading discourse theme through a literature review on the subject. In the third chapter, having CDA as theoretical framework, the author refers to a set of sixteen articles on two perspectives. The first, analyses the discourse about reading through a set of key-subjects: the non-reading phenomenon; the position status between reading and readers; the school role and the teacher status; the library role and the librarian status; the relationship between reading, development and citizenship. The second perspective, analyses the discourse about reading under a polemic logic, examining the intervenients point of view of the National Reading Plan and the State intervention. The author states that there is a dominant discourse about reading, mainly out of the cultural elite, which use the newspapers as their ground for their opinions. This discourse, strongly limits (from an ideological point of view) the definition of the national reading policies, which the National Reading Plan is an example. The other evidence is the existence of a tension between the discourses and the reading practice.
