Sua marcante cenografia impõe uma dificuldade relevante sobre a arquitetura que, embora estruture fisicamente, pode, ao coexistir, desestruturar uma sociedade como um todo. Chelas evidencia a construção de um vazio fragmentado que explicita a ligação intrínseca entre o espaço, a arquitetura e a essência da comunidade que o habita. O processo de desenvolvimento deste trabalho se fundamenta na proposta antecedente do laboratório de projeto VI, ISEL (Instituto Superior Técnico de Engenharia de Lisboa) NET ZERO. Considerando a expansão de um campus universitário mais socialmente e ambientalmente sustentável, a proposta contribuiu para análise e correspondência do conjunto de problemáticas territoriais; o isolamento estrutural dos cinco bairros, vazios urbanos efêmeros, rigidez das infraestruturas viárias, desafio topográfico e a excessiva escala dos edificados. Compreendendo que determinados espaços, como o centro de Bela Vista - que, atualmente, representa um isolamento marcante, mas que possui potencial de resposta a diversas problemáticas encontradas no Vale de Chelas-, podem servir como propulsores de novas centralidades, de ligação territorial, o objetivo desse projeto, é buscar, a partir da introdução de novas formas de resolução urbana e arquitetônica, coesão socioespacial, pautado na sustentabilidade social, e promover, ao coletivo, um ambiente inclusivo e equitativo. Este projeto visa reconfigurar e densificar este núcleo de maneira mais porosa, buscando eliminar barreiras ao promover conexões contínuas através de uma restruturação urbana. Esta transformação será viabilizada mediante a renaturalização do Vale, que promoverá o planejamento de percursos de mobilidade pedonal/cicláveis acessíveis, integrados de maneira permeável com um sistema de habitação coletiva de modelo flexível passivo, de uso misto adequado à escala da arquitetura e da cidade.The traces of the dystopian modern city are reflected in the Chelas Valley, revealing conflicting experiential characteristics. Its striking scenography imposes a relevant difficulty on architecture in which, although physically structuring, can, when coexisting, disrupt a society as a whole. Chelas highlights the construction of a fragmented void that explains the intrinsic connection between the space, the architecture and the essence of the community that inhabits it. The development process of this work is based on the previous proposal of the VI project laboratory, ISEL (Instituto Superior Técnico de Engenharia de Lisboa) NET ZERO. Considering the expansion of a more socially and environmentally sustainable university campus, the proposal contributed to the analysis and correspondence of the set of territorial problems; the structural isolation of the five neighborhoods, ephemeral urban voids, rigid road infrastructure, topographical challenge, and the excessive scale of buildings. Understanding that certain spaces, such as the center of Bela Vista - which currently represents a marked isolation, but which has the potential to respond to various problems found in the Chelas Valley - can serve as drivers of new centralities, of territorial connection, the objective of this project is to seek, through the introduction of new forms of urban and architectural resolution, socio-spatial cohesion, based on social sustainability, and promote, to the collective, an inclusive and equitable environment. This project aims to reconfigure and densify this core in a more porous way, seeking to eliminate barriers by promoting continuous connections through urban restructuring.
