Mas num mundo globalizado com novos atores regionais, como a UE, a resposta a crises e conflitos precisa ser adaptada. Este trabalho baseia-se no quadro conceptual das relações internacionais, cobrindo contribuições nacionais e internacionais sobre os conceitos subjacentes da paz, segurança, competição e cooperação. Isto fornece uma visão geral da cooperação em operações de manutenção da paz entre ONU e UE, e procura responder como esta cooperação pode ser melhorada para responder de forma mais eficiente a novas crises futuras. A história mostrou que ambas as organizações melhoraram as suas ações em relação a paz e a segurança e adotaram o novo conceito de segurança humana, concentrando-se na segurança do indivíduo. Entretanto, a sua cooperação é limitada por diferentes objetivos, a falta de comunicação e as diferentes estratégias operacionais. Para melhorar, as diferentes iniciativas foram iniciadas como o Painel Independente do Alto Nível sobre Operações de Paz pela ONU, e, a Estratégia Global e o Plano de Ação pela UE. A implementação destas iniciativas determinará o futuro sucesso da cooperação ONU-UE na manutenção da paz e orientará para as futuras pesquisas.The United Nations Organization is the most important actor in international relations focusing on maintaining peace and establishing peacekeeping operations in the world. But in a globalized world with new regional actors, such as the European Union, also the responsiveness to crises and conflicts needs to be adapted. This work is based on the conceptual framework of international relations by covering national and international contributions on the underlying concepts of peace, security, competition and cooperation. It provides an overview of the cooperation in peacekeeping operations between UN and EU and seeks to answer how this cooperation can be improved to respond more efficient and effective to new future crisis. History has shown that both organizations improved their actions regarding peace and security and have adopted to the new concept of human security by focusing on the security of the individual. However, their cooperation is limited by differing objectives, missing communication and varying operational strategies. For improvement different initiatives were started, the Independent High-level Panel on Peace Operations initiatives by the UN, and by the EU the Global Strategy and the Action Plan.
