O presente relatório incide sobre as Estruturas Ecológicas Regionais (EER), definidas em dois Planos Regionais de Ordenamento do Território (PROT) em Portugal Continental, analisando a forma como foram transpostas para Planos Diretores Municipais (PDM), bem como o impacto das EER na evolução do uso e ocupação do solo nas áreas abrangidas por estas estruturas, durante o período de 2007 a 2018. A análise à forma de transposição das EER para os PDM considerou, entre outros aspetos, a clareza, a fundamentação e a articulação entre a cartografia e o regulamento. A evolução do uso e ocupação do solo nas áreas abrangidas pelas EER foi avaliada através da comparação temporal das Carta de Uso e Ocupação do Solo (COS) de 2007 e 2018, quantificando os processos de “artificialização” e “renaturalização”. Foram explorados novos referenciais, como a cartografia de Serviços de Ecossistemas (SE), como proposta de enriquecimento da futura EER. Através da análise da forma de transposição destacam-se diversos desafios na articulação entre o planeamento regional e municipal, como a falta de normas específicas e a desarticulação entre a cartografia e o regulamento. Os resultados obtidos na análise à evolução do uso e ocupação do solo revelam um aumento da “artificialização” nas áreas das EER, comprometendo a sua funcionalidade e a proteção dos valores naturais. A “renaturalização”, apesar de presente, é menos expressiva. Conclui-se que, apesar das fragilidades documentadas, as EER representam uma figura crucial na aplicação de políticas resultantes da relação do ambiente com o ordenamento do território. A incorporação de novos referenciais e a articulação eficaz entre os diferentes níveis de planeamento podem contribuir para uma melhor delimitação e gestão das EER no futuro.In recent years, the conversion of natural areas into artificial areas has become an unavoidable issue in terms of territorial policies. This report focuses on the implementation of Regional Ecological Structures (RES), analysing how the RES of two Regional Spatial Plans (RSP) in Portugal were transposed into Municipal Master Plans (MMP), as well as the impact of the RES on the evolution of land use change in the areas covered by these structures, during the period from 2007 to 2018. The analysis of how the RES were transposed into the PDM considered, among other elements, the clarity, rationale and articulation between the mapping and the regulations. The evolution of land use in the areas covered by the RES was assessed by comparing the 2007 and 2018 Land Use and Occupation Maps over time, quantifying the processes of “artificialisation” and “renaturalisation”. New references were explored, such as Ecosystem Services (ES) mapping, as a proposal for enriching the future RES. By analysing the form of transposition, several challenges were highlighted in the articulation between regional and municipal planning, such as the lack of specific standards and the disarticulation between mapping and regulation. The results obtained in the analysis of the evolution of land use reveal an increase in “artificialisation” in the RES areas, compromising their functionality and the protection of natural values. “Renaturalisation”, although present, is less significant. In conclusion, despite the weaknesses documented, the RES plays a key role in the application of policies resulting from the relationship between the environment and land use planning.
