Data was gathered from the perspectives of public managers from southern Brazil and it was collected using semi-structured interviews. Fuzzy-set Qualitative Comparative Analysis technique was applied to identify the paths leading to quality, efficiency and efficacy in the public administration. Results suggest that Knowledge Management and Intelligence are relevant for the quality of public managers’ decision-making, as well as for a greater efficiency and effectiveness in the execution of public activities. Findings also address the combination of these aspects with the support from the senior management and the existence of financial incentives.
