Angola tem uma vasta costa marítima, que permite a acessibilidade fácil ao Alto Mar. Estará a aproveitar correctamente esta vantagem competitiva, relativamente aos países encravados da região e não só, os que queiram aceder ao Alto Mar, para o exercício da pesca? Os dados disponíveis e a revisão da literatura revelam a inexistência de autorizações, por Angola, de embarcações de outros Estados ou nacionais, que tenham acedido ao Alto Mar para o exercício de pesca. Contudo, a legislação vigente admite a possibilidade de isto ocorrer. A pesquisa tem como objetivo discutir o impacto desta inexistência e propor soluções que contribuam para a melhor performance da diversificação da economia em Angola. Para o efeito, adotamos o método de pesquisa dedutivo qualitativo, com inquéritos dirigidos ao Ministério de tutela (respetivos departamentos especializados) e afins, bem como aos principais armadores do mercado nacional. Os resultados da pesquisa denotam um deficit da exploração dos recursos piscatórios, por Angola, no Alto Mar, quer por embarcações nacionais quer por embarcações estrageiras, por si licenciadas. As implicações deste estudo revelam que a otimização da exploração dos recursos piscatórios, por Angola, no Alto Mar, pode contribuir, significativamente, para a diversificação económica e para a melhoria da qualidade de vida dos cidadãos.This research discusses the freedoms of the High Seas (Fishing on the High Seas) from the perspective of Angolan law. Angola has a vast coastline that allows for easy accessibility to the high seas. Is it making the proper use of this competitive advantage about the landlocked countries of the region and beyond, those that want to access the High Seas for fishing? The available data and the literature review reveal the need for Angola to authorize vessels from other states or nationals that have accessed the High Seas for fishing. However, the current legislation admits the possibility of this occurring. The research aims to discuss the impact of this non-existence and propose solutions that contribute to the best performance of economic diversification in Angola. To this end, we adopted the qualitative deductive research method with surveys addressed to the responsible ministry (and its specialized departments) and the leading shipowners in the national market. The research results show a deficit in Angola's exploitation of fishing resources on the High Seas, both by national and foreign vessels licensed by it.
