A posição estratégica de Angola no Golfo da Guiné

Abstract

A tese visa identificar a posição estratégica de Angola na região do Golfo da Guiné. Neste sentido identificaram-se os conceitos teóricos-chave necessários ao processo de interpretação; em especial, os conceitos de estratégia, de posição estratégica, de integração regional, de paz e segurança. Partindo destes conceitos propõe-se um modelo de análise que, aplicado à região do Golfo da Guiné, permitiu identificar a atitude de Angola na região. Este modelo sugere uma análise a três níveis, a saber: a nível macro, o enquadramento da África subsaariana no sistema político internacional; a nível meso, a conjuntura geopolítica e geoestratégica no Golfo da Guiné; e a nível micro, o estado das bases do poder nacionais. Com base neste modelo, e tendo em consideração a posição geográfica, as bases do poder e o enquadramento estratégico do país, definiram- -se os objetivos nacionais atuais, tendo em consideração os objetivos nacionais permanentes. A partir dos objetivos nacionais atuais propõem-se os conceitos estratégicos que enformam as linhas de força para a política externa e para a defesa. Este trabalho beneficiou do acesso privilegiado pela conjugação da condição de consultor do Ministro das Relações Exteriores da República de Angola e de responsável pelo acompanhamento da situação no Golfo da Guiné, com o apoio das mais altas chefias do MIREX e do Estado-Maior General das Forças Armadas Angolanas. E, por esta razão de acesso e saber, limitou-se o âmbito da pesquisa às vertentes da política externa e da defesa, sem contudo perder a visão holística de desenvolvimento, essencial para a materialização de uma zona de paz e segurança.

This dissertation aims to identify the strategic position of Angola in the Gulf of Guinea region. Here, are identified the theoretical key concepts required for the process of interpretation, in particular, the concepts of strategy, strategic position, regional integration, peace and security. Based on these concepts was proposed an analytical model that once applied to the Gulf of Guinea region, allowed for the identification of the attitude of Angola for the region. The present model suggests three levels of analysis, namely: on a macro level, the framework of sub-Saharan Africa in the international political system; on a midterm level, the geopolitical and geostrategic situation in the Gulf of Guinea; and, on a micro level, the state of the foundations of the national power. Based on this model, and taking into account the geographical position, the base of national power and the strategic framework for the country, the current national targets were defined taking into account the permanent national objectives. From the current national objectives strategic concepts are proposed that shape the lines of force for defence and foreign policy. The present work benefited from a privileged access based on the combination of the condition of Adviser of the Minister of Foreign Affairs of the Republic of Angola, and the person assigned for monitoring the situation in the Gulf of Guinea region, with the full support of the highest leadership of the MIREX and the General Staff of the Angolan Armed forces. This is the main reason why the research was restricted to the areas of foreign policy and defence, but without losing the holistic vision of the development, that is essential for the embodiment of a peace and security zone.
