A Agencificação em Portugal: entre o discurso e a prática

Abstract

A presente dissertação pretende responder à seguinte questão: em que medida os exercícios da reorganização administrativa em Portugal, desde os anos 90 até à atualidade, foram influenciados pelo ideal da agencificação defendido no NPM? Para tal, procuramos compreender os modelos de governação predominantes desde a década de 90 até aos dias atuais, nomeadamente o New Public Management e a Public Governance. A revisão teórica abordou aqueles modelos de governação, assim como, compreensão do tema da agencificação, a sua origem, o próprio conceito, as suas características. Estudamos ainda a organização administrativa portuguesa e de que forma as agências são enquadradas no regime jurídico nacional. A metodologia aplicada suporta-se numa abordagem qualitativa, assente em pesquisa documental prosseguida de uma análise de conteúdo. O estudo é exploratório e descritivo. Procurou-se avaliar se a teoria e conceitos presentes sobre a temática da agencificação são utilizados pelos diversos Governos que apostaram em reformas administrativas desde 1990 até ao presente. Em suma, conseguimos identificar que Portugal, através dos seus diversos Governos, procurou apresentar motivos que tendem a corresponder à doutrina defendida pelo NPM.

The present thesis aims to address the following question: to what extent have administrative reorganization exercises in Portugal, from the 1990s to the present day, been influenced by the ideal of agencification advocated in NPM? To do so, we seek to understand the predominant governance models from the 1990s to the present day, namely New Public Management and Public Governance. The theoretical review addressed these governance models as well as an understanding of the theme of agencification, its origin, the concept itself, and its characteristics. We also studied the Portuguese administrative organization and how agencies are framed within the national legal framework. The methodology applied is based on a qualitative approach, relying on documentary research followed by content analysis. The study is exploratory and descriptive. We aimed to assess whether the theories and concepts related to agencification are employed by the various governments that have pursued administrative reforms in Portugal from 1990 to the present day. In summary, we were able to identify that Portugal, through its various governments, sought to present reasons that tend to align with the doctrine advocated by NPM.
