Abstract

Setúbal é uma cidade com problemas de cheias e inundações decorrentes da sua situação geográfica e é por esse motivo que procuram-se alternativas para amenizar e proteger a cidade contra os riscos. Esta área foi alvo de vários planos que procuraram resolver os problemas, principalmente na frente ribeirinha. A ribeira foi encanada e nenhum plano tem proposto uma solução para a linha de drenagem do vale de forma estrutural. A matriz do projecto tem como enfoque a linha de água que atravessa Setúbal, entre o Parque da Várzea e o Livramento, este é o eixo transformador do projecto e dos traçados urbanos da cidade. A reabertura da maior ribeira de Setúbal é um gesto biofilica e início para uma estratégia de prevenção, sendo esta a oportunidade para recuperar a memória do território, promovendo espaços públicos de contacto com a natureza e a recolha da água dentro da Cidade. O projecto propõem a Ressignificão do Baluarte do Livramento, que tem como base os resquícios da antiga muralha escondida pelo aterro, este lugar é definido por ser o reservatório da cidade. O Objectivo do projecto urbano e arquitectónico é possibilitar uma metamorphosis biofilica na cidade, possibilitando uma melhor qualidade de vida aos habitantes e visitantes sadinos, além de reter e armazenar as águas pluviais.

ABSTRACT: Setúbal is a city with flood and flood problems resulting from its geographical situation and that is why alternatives are sought to mitigate and protect the city from risks. This area was the target of several plans that sought to solve the problems, mainly on the riverside. The stream was piped and no plan has proposed a structural solution for the drainage line of the valley. The project's matrix focuses on the water line that crosses Setúbal, between Parque da Várzea and Livramento, this is the transforming axis of the project and of the city's urban layout. The reopening of the largest river in Setúbal is a biophilic gesture and the beginning of a prevention strategy, this being an opportunity to recover the memory of the territory, promoting public spaces of contact with nature and the call of water within the City. The project that proposes a Redefinition of the Bastion of Livramento, which is based on the remnants of the old wall hidden by the embankment, this place is defined by being the city's reservoir. The objective of the urban and architectural project is to enable a biophilic metamorphosis in the city, enabling a better quality of life for the habitants of Setúbal and his visitors, in addition to retaining and storing it as rainwater.
