Resumo: In the dynamic landscape of higher education, the myriad risks confronting institutions seldom manifest themselves simultaneously. Recognizing this temporal disparity is paramount in fortifying organizational resilience. This submission advocates for a proactive approach to risk management, emphasizing the acquisition of real-time insights into emerging, anticipated, and latent risks. The conventional reactive stance towards risk mitigation often leaves institutions vulnerable to unanticipated threats. By harnessing real-time data analytics, higher education institutions can cultivate a responsive risk management framework. This framework not only facilitates the identification and assessment of imminent risks but also empowers stakeholders to pre-emptively strategize and implement mitigation measures. Central to this approach is the utilization of a comprehensive risk taxonomy, underpinned by data sourced voluntarily and anonymously from enrolled higher education organizations. A primary focus of this proposal is the development of a preliminary risk taxonomy derived from publicly available data on events impacting higher education institutions worldwide since 2000. By systematically categorizing and analysing these events, the taxonomy aims to serve as a foundational framework for identifying and assessing risks within academic settings. Furthermore, this initiative emphasizes the importance of voluntary participation from higher education institutions in contributing data to inform the risk taxonomy. By fostering a collaborative and inclusive approach to data collection, organizations can collectively enhance their understanding of risks and strengthen their capacity for develop targeted risk mitigation strategies. Moreover, the utilization of advanced technological solutions enables institutions to glean actionable intelligence from near misses and historical incidents. By analysing these occurrences in real-time, or near real timer institutions can derive invaluable insights into systemic vulnerabilities, thereby bolstering their capacity to avert potential crises. This paper underscores the pivotal role of real-time shared knowledge in optimizing risk management practices within higher education. By integrating continuous monitoring mechanisms and leveraging technologies, institutions can cultivate a culture of foresight and adaptability. Ultimately, the adoption of a proactive stance towards risk management equips higher education institutions with the agility and resilience requisite for navigating an increasingly complex risk landscape they operate on.
